Original Tender Description

Carmarthenshire County Council is considering granting a concession for a provider to organise, manage, and promote a recurring car boot sale within the Burry Port Harbour area. The intended outcome is to establish a regular, high quality event that: • attracts visitors and increases activity at the harbour. • supports micro businesses, casual sellers, and local traders. • contributes positively to the harbour’s commercial and community offer. • operates safely, responsibly, and in keeping with the character and operational needs of the harbour. Supported by a detailed event management plan and risk assessments. • Public Liability of £10million The Council seeks insights into operational requirements, viability considerations, suitable operating times, site layout needs, traffic management, waste management, and any infrastructure or support expected from the Council. The Council invites interested organisations to register their interest and request further information in relation to the provision of this service. This invitation is issued for information-gathering and early market engagement purposes only and does not constitute a commitment to proceed with any future procurement process. The Council reserves the right to amend the scope, structure, or timing of any future procurement. The car boot operation must comply with relevant licensing, harbour byelaws, environmental regulations, and safety requirements.

Tender Quality Score

This is an early market engagement notice for a car boot sale concession, lacking formal tender documentation but providing a clear scope and objectives. Key areas for improvement include specifying evaluation criteria and providing access to tender documents.

Score Breakdown

Legal Compliance75/100

The notice is for information gathering and market engagement, not a formal tender, which explains the absence of a formal procedure and detailed legal compliance elements. The mention of 'planning' status and the disclaimer about not constituting a commitment to proceed suggest a preliminary stage. The deadline is present but the overall legal framework for a formal tender is not yet established.

Clarity80/100

The description of the service required is clear, outlining the objectives and desired outcomes for the car boot sale. The AI-extracted requirements are comprehensive, detailing technical capabilities and compliance needs. However, the absence of explicit evaluation criteria leaves some ambiguity regarding how proposals will be assessed in a future formal tender.

No evaluation criteria specified
Completeness70/100

While the notice provides essential information such as title, organization, estimated value, and duration, it is incomplete as a formal tender document. Crucially, no tender documents with content are available, and the 'reveal date' is missing, hindering a full assessment of the planned procurement.

No document content available
Missing reveal date
Fairness85/100

The notice is presented as an early market engagement exercise, which is a fair approach to gather insights. The criteria for interest are open (register interest and request information). The estimated value is disclosed, and the process is intended to be objective. The lack of a formal tender process at this stage means fairness in terms of bid submission and evaluation is not yet applicable.

Practicality65/100

The notice indicates a submission deadline, but the primary action required is to register interest and request further information, not a full tender submission. The absence of e-submission details and the fact that this is a preliminary notice limit its practicality as a direct procurement tool at this stage. Financing information is not detailed, which is expected for a market engagement notice.

No e-submission
Data Consistency90/100

Key fields such as title, organization, reference number, estimated value, and contract duration are populated logically. The dates provided are consistent with a planning stage. There are no indications of suspension or disputes.

Sustainability50/100

The notice does not explicitly mention any green procurement, social aspects, or innovation focus. It is not indicated as EU funded. This suggests a lack of specific sustainability considerations in this preliminary stage.

Not green procurement
No social criteria

Strengths

Clear description of service and objectives
Open market engagement approach
Disclosure of estimated value and duration

Concerns

Lack of formal tender documentation and evaluation criteria
Absence of tender document content
No explicit sustainability considerations

Recommendations

1. Specify evaluation criteria for any future formal tender.
2. Provide access to detailed tender documents once the procurement process is formally initiated.
3. Consider incorporating sustainability aspects into future tender requirements.
