Original Tender Description

The City of Bradford Metropolitan District Council (the Council), in partnership with Bradford Children and Families Trust and wider system partners, is undertaking a transformation of Short Break Services for children with disabilities, complex health needs, or special educational needs. As part of this programme, the Council intends to recommission SEND Short Breaks and Personal Care Services through the establishment of an Open Framework. This notice invites applications from suitably qualified suppliers to be admitted to the Open Framework to deliver these services. The Framework will operate for an initial period of eight (8) years. It will be an Open Framework, reopening once within the first three years and at least once during the remaining five-year term, in accordance with Regulation 49 of the Procurement Act 2023. The Council may choose to reopen the Framework more frequently, including annually, depending on service need. The Framework Agreement will be divided into three (3) Lots: • Lot 1 – Personal Care Services for Children with Disabilities or Complex Health Needs (CQC-regulated) • Lot 2 – Short Break Activities for Children with Disabilities or Complex Health Needs (regulated by CQC or Ofsted) • Lot 3 – Community-Based Short Break Activities for Children with Disabilities, Special Educational Needs and/or Complex Health Needs (unregulated) A maximum of 12 suppliers will be appointed to Lot 1. For Lots 2 and 3, all suppliers who meet the minimum benchmark requirements will be eligible for award, as there is no cap on the number of successful providers. Suppliers may bid for multiple Lots and may be appointed to more than one Lot. The Council will establish the Framework Agreement using a single-stage Open Procedure, in line with the relevant provisions of the Procurement Act 2023 governing the operation of Open Frameworks.

This is a well-structured open framework tender with clear lot divisions and a substantial estimated value. Key areas for improvement include the explicit specification of evaluation criteria and the provision of document content.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure requirements and specifies a valid CPV code. Deadlines appear reasonable for an open framework of this nature. The reference to the Procurement Act 2023 indicates regulatory compliance.

Clarity80/100

The description of services, the purpose of the framework, and the lot structure are clear. Requirements for eligibility and technical capability are documented. However, explicit evaluation criteria are missing, which impacts overall clarity.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, organization, estimated value, and contract duration. The submission deadline and contract start date are provided. However, the content of the tender documents is not available, and financial requirements are not specified.

No document content available
Financial requirements not specified
Fairness85/100

The open framework approach and the criteria for Lots 2 and 3 (all meeting minimum requirements eligible for award) promote fairness. The structure allows suppliers to bid for multiple lots. The lack of specified evaluation criteria is a minor concern for fairness as it leaves some ambiguity.

Practicality65/100

The contract duration and start date are specified. The framework reopening mechanism is detailed. However, the absence of information regarding e-submission and direct URLs to tender documents hinders practical accessibility.

No e-submission specified
No document URL provided
Data Consistency90/100

Key fields such as title, organization, estimated value, and dates are populated logically. There are no indicators of suspension or disputes. The timeline is consistent with the framework's operational plan.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded, which limits scoring in this category.

Not green procurement
No social criteria

Strengths

Clear division into three lots catering to different service needs.
Open framework structure allowing for ongoing supplier admission.
Substantial estimated value indicating significant market opportunity.
Clear mention of relevant legislation (Procurement Act 2023).

Concerns

Tender document content is not accessible.
No explicit mention of e-submission, potentially limiting accessibility.
Absence of clear sustainability or social impact considerations.

Recommendations

1. Specify detailed evaluation criteria for all lots to enhance transparency.
2. Provide direct links or accessible content for all tender documents.
3. Consider incorporating sustainability and social value requirements into the framework.
