Original Tender Description

The Department intends to publish a new opportunity in early 2026 for suppliers to deliver a contract for a new programme called Building Equal Access to Chess in Schools. We want to open up the world of chess to more children and young people in schools with the aim of bringing chess to more primary schools, secondary schools, special schools, and alternative provision settings across England, targeting settings with higher levels of disadvantage. As part of our mission to break down barriers to opportunity we want to ensure all children and young people regardless of their background have access to enrichment opportunities including chess. The purpose of the programme is to increase chess participation and improve access for schools with higher levels of disadvantage. Within those settings, we want to ensure that pupils who are least likely to take part have meaningful opportunities to engage and succeed, particularly children with SEND and girls. We would like to share high level thinking on the future of chess in schools, learn more about sector perspectives and gather feedback on our approach from potential suppliers. After the event, suppliers will be invited to complete a questionnaire to provide feedback that will support DfE's development of delivery models. The DfE is keen to maximise opportunities to participate in procurement for Small to Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs). Consideration will also be given to consortia and collaborative bids from all forms of organisations should a competitive tender become available in the New Year. *Please be aware that registration is for the Market Engagement Event only. This event does not signify the commencement of any procurement process and does not constitute any commitment by the Department for Education. This is NOT an invitation to tender for a contract opportunity and any suppliers invited to the event will not have a privileged position in relation to any future contract opportunity. Any subsequent procurement(s) that DfE conducts will be based on the fair and objective outcome of a procurement process.*

Tender Quality Score

This is a market engagement notice rather than a full tender, aiming to gather feedback from potential suppliers for a future program. While it sets expectations for future procurement, it lacks specific tender details.

Score Breakdown

Legal Compliance75/100

The notice outlines an open procedure and provides a CPV code, indicating a degree of regulatory adherence. However, the submission deadline for the market engagement event, while present, should be considered in context. Key legal aspects of a full tender (like detailed evaluation criteria) are absent as this is not a live tender.

Clarity80/100

The description of the program's aims and target audience is clear. The distinction between the market engagement event and a formal tender is also clearly articulated, managing expectations for potential participants.

Completeness70/100

As a market engagement notice, it provides essential preliminary information such as the title, organization, estimated value, and duration. However, it explicitly states it is not an invitation to tender, meaning crucial documents and detailed requirements for a formal bid are naturally absent.

Fairness85/100

The notice expresses a commitment to maximising opportunities for SMEs and VCSEs, and encourages consortia bids, promoting broader participation. It explicitly states that participation in the market engagement does not grant privileged access to future tenders, reinforcing a commitment to fair and objective processes.

Practicality65/100

The notice describes registration for a market engagement event, which implies a method of participation. However, for a future tender, the lack of e-submission details, contract start date clarity (beyond the market engagement), and financing specifics make it difficult to assess practicality for a live procurement.

No e-submission details provided for a future tender.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and contract duration are populated logically. Dates, while present, relate to market engagement and a general timeline for future procurement, showing good internal consistency for the information provided.

Sustainability50/100

The description of targeting disadvantaged areas and supporting SEND pupils and girls hints at social objectives. However, explicit mention of green procurement, innovation, or EU funding is absent, limiting its sustainability score.

No explicit mention of green procurement, innovation, or social criteria beyond program aims.

Strengths

Clear articulation of program goals and target audience.
Emphasis on fairness and inclusivity for SMEs/VCSEs.
Clear distinction between market engagement and formal tender.
Provided key basic information for preliminary understanding.

Concerns

This is a market engagement notice, not a full tender; lacks tender-specific details.
Absence of technical capability requirements or evaluation criteria.
Limited information on sustainability aspects.

Recommendations

1. Ensure future tender documents clearly outline evaluation criteria, technical requirements, and submission processes.
2. Consider explicitly incorporating sustainability (green/social) goals into future tender requirements.
