Tender Quality Score

This tender for Tech Staff Augmentation by the British Council is generally well-structured, with clear objectives and a substantial estimated value. However, it lacks specific evaluation criteria and details on e-submission, impacting its overall practicality and fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including the use of a proper CPV code and a defined procedure. Deadlines are provided, though the contract start date coinciding with the submission deadline is unusual and potentially problematic. No disputes are indicated. The 'Competitive flexible procedure' is mentioned but not detailed, which could be a minor compliance concern if not properly defined elsewhere.

Contract start date coincides with submission deadline.
Clarity80/100

The description of the requirement for tech staff augmentation is clear, outlining the need for external expertise to complement internal teams and listing key areas of expertise. The framework structure (closed, 2+2+2 basis) is also well-defined. However, the absence of specified evaluation criteria leaves a significant gap in understanding how proposals will be assessed.

Missing evaluation criteria.
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and CPV code. The description is detailed. However, the lack of available document content and the absence of specific financial requirements for suppliers (beyond the overall framework value) reduce its completeness.

No document content available.
No specific financial requirements for suppliers detailed.
Fairness85/100

The tender is generally fair, with the estimated value disclosed and a clear description of the required expertise. The use of a competitive flexible procedure suggests an intention for a fair process. However, the lack of specified evaluation criteria could lead to subjective assessments. The absence of information on e-submission and the potential for a short submission window (depending on when the tender was published relative to the deadline) could also be perceived as less than fully fair.

Missing evaluation criteria.
No explicit mention of e-submission platform.
Practicality65/100

The tender specifies a contract duration and estimated value, which are practical considerations. However, the lack of information regarding e-submission methods and the unusual timing of the contract start date (same as submission deadline) present practical challenges. The absence of details on financing sources also limits practical assessment.

No e-submission details provided.
Contract start date coincides with submission deadline.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. There are no indications of suspension or disputes. The dates provided are logical, with the exception of the contract start date coinciding with the submission deadline, which is an anomaly rather than a logical inconsistency.

Contract start date coincides with submission deadline.
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation criteria. It is also not indicated as EU funded. This suggests a lack of focus on sustainability aspects within this procurement.

No green procurement criteria mentioned.
No social criteria mentioned.

Strengths

Clear description of required expertise.
Substantial estimated value disclosed.
Defined framework structure (closed, 2+2+2 basis).
Proper CPV code provided.

Concerns

Missing evaluation criteria.
No e-submission details provided.
Contract start date coincides with submission deadline.
Lack of sustainability considerations.

Recommendations

1. Specify clear evaluation criteria to ensure transparency and fairness.
2. Provide details on the e-submission process and platform.
3. Clarify the contract start date to avoid confusion with the submission deadline.
