Tender Quality Score

This tender for cleaning services at Carlton Academy Trust is generally well-structured, with clear financial and duration details. However, it lacks specific evaluation criteria and full document content, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and specifies a CPV code. Deadlines are provided, though the submission deadline might be considered tight given the potential complexity. No disputes are noted. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description of services and the framework agreement structure is reasonably clear. The inclusion of specific schools and the possibility of adding more is well-explained. However, the absence of specified evaluation criteria is a significant clarity issue.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including estimated value, duration, and start dates. However, the lack of accessible document content and the mention of outstanding TUPE data and pay increase clarifications indicate a degree of incompleteness in the initial tender package.

No document content available
Outstanding TUPE data to be issued
Fairness85/100

The tender is open, and the estimated value is disclosed. The criteria for selecting a single contractor are not explicitly detailed, which could be a concern. The process appears objective, but the lack of detailed evaluation criteria reduces transparency.

No evaluation criteria specified
Practicality65/100

The tender specifies a contract start date and duration. Financing is implied through the fixed cost model. However, the lack of explicit mention of e-submission and the absence of document URLs hinder practical access for bidders.

No e-submission mentioned
No document URL provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. Dates are logical, and there are no reported suspensions or disputes. The contract duration and start dates are consistent.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding, which are common elements in modern tenders. This suggests a lack of focus on these areas.

Not green procurement
No social criteria
