Original Tender Description

Lancashire Fire and Rescue Service (LFRS) wishes to invite suppliers to obtain information regarding your company and the services you provide. This information is requested as part of a market engagement exercise in order to seek the market’s views on the supply and delivery of proposed new solutions to manage our services’ pooled PPE. We would like to also use this exercise to gauge the level of interest in any eventual procurement activity. Currently the Authority manages c18,000 garments at over 40 stations within the Lancashire and South Cumbria area. To do this the Authority utilises low frequency tags that are stitched into each garment (such as a tunic), scanners are then used to scan the tags within the garments to update their status and location. The information from the scanners then feeds into a database and that database is then used to facilitate the management of the services pooled PPE

Tender Quality Score

This tender is a market engagement exercise, not a formal procurement. It effectively gathers information on supplier capabilities and market interest, with good clarity and a reasonable timeline for engagement. However, it lacks detailed formal tender elements like evaluation criteria and e-submission.

Score Breakdown

Legal Compliance75/100

The tender is in a 'planning' status, indicating it's a preliminary market engagement. While formal legal compliance elements of a full tender are absent, the procedure for information gathering is clear. The CPV code is provided, and no disputes are noted. Deadlines for market engagement are generally reasonable for this stage. The absence of a formal procedure code is expected for a market engagement notice.

Clarity80/100

The description clearly outlines the purpose of the market engagement: to understand supplier capabilities for a pooled PPE management system and gauge interest in future procurement. The current system and scale of operation are well-described. AI-extracted requirements are logical based on the text. The lack of specific tender documents hinders a full clarity assessment of formal requirements.

Completeness70/100

Basic information such as title, reference, organization, estimated value, and duration are present. The description is detailed for a market engagement. However, as this is not a formal tender, formal documents like detailed technical specifications, mandatory exclusion grounds, or formal eligibility criteria are not expected or provided. The AI-extracted requirements supplement the information well.

Fairness85/100

As a market engagement, fairness is high in terms of providing equal opportunity to express interest and share information. Access to the company and service information is implicitly granted through participation. The estimated value is disclosed, and criteria for engagement are objective (providing information). The lack of formal e-procurement is a minor point for this stage. No indication of tailored requirements for specific companies.

Practicality65/100

The primary issue is the lack of a specified e-submission mechanism, which is common for market engagement. The contract start date is clearly defined, and the duration is specified. Financing information is implicitly linked to the estimated value. The ability to submit information is implied, but the exact URL or method isn't detailed, making it less practical for immediate action without further inquiry.

No e-submission specified
Data Consistency90/100

Key fields like title, reference, organization, value, and deadlines are populated. The status is 'planning', aligning with a market engagement. The contract start date is logically after the submission deadline. No suspensions or disputes are indicated, contributing to high data consistency. All dates provided are consistent.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided tender text. The tender is not indicated as EU funded. This absence suggests a moderate score as these aspects are not a focus of this market engagement, but also not necessarily excluded in a future formal tender.

Not green procurement
No social criteria

Strengths

Clear purpose for market engagement
Well-described current system and scope
Good data consistency
Disclosed estimated value and duration

Concerns

Lack of formal tender documents and evaluation criteria
No specified e-submission method
Absence of sustainability considerations

Recommendations

1. Clarify the method/URL for submitting company information.
2. Consider outlining general areas of interest for future formal tender criteria (e.g., innovation, sustainability) to guide supplier input.
