Tender Quality Score

This tender demonstrates good clarity in service description and basic information, but is significantly hampered by the absence of evaluation criteria and lack of e-submission, impacting fairness and practicality.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and there are no reported disputes. However, the absence of a reveal date and detailed mandatory exclusion grounds in the provided summary are notable gaps.

Missing reveal date
No specific mandatory exclusion grounds detailed in provided information
Clarity60/100

The description of required services and waste types is clear and unambiguous. The AI-extracted requirements are also well-defined. However, the critical absence of specified evaluation criteria significantly reduces the overall clarity for potential bidders.

No evaluation criteria specified
Completeness65/100

Basic information such as title, organization, reference, value, duration, and location are complete. While requirements are listed, the tender lacks specified evaluation criteria, which is a major omission. The summaries of attached documents are general, suggesting full tender documents are needed but not fully represented here.

Missing evaluation criteria
Full tender documents (e.g., detailed specification, ITT) not fully summarized or explicitly linked
Fairness55/100

The estimated value is disclosed, and the submission timeframe is reasonable. However, the lack of specified evaluation criteria severely compromises transparency and objectivity. The absence of e-submission creates an unnecessary barrier, and the contradiction between 'Divided into Parts' and 'single supplier' introduces confusion.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date, duration, and financing information are available. However, the lack of electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No e-submission
Data Consistency70/100

Most key fields are populated, and dates are generally logical. There are no reported suspensions or disputes. However, a significant inconsistency exists between the 'Characteristics: Divided into Parts' and the explicit statement that NI Water wishes to appoint a 'single supplier'. Minor fields like 'Liable Person' and procedure codes are also missing.

Contradiction: 'Divided into Parts' vs. 'single supplier'
Missing Type and Procedure codes
Sustainability30/100

The tender does not explicitly include criteria for green procurement, social aspects, or innovation. It is also not indicated as EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear description of services and waste types
Value, duration, and location clearly specified
Appropriate CPV code provided
Documents are available (though content summaries are general)
Ample time for submission preparation

Concerns

Missing evaluation criteria
No e-submission support
Contradiction regarding 'Divided into Parts' vs. 'single supplier'
No explicit sustainability, social, or innovation criteria
Missing reveal date and detailed mandatory exclusion grounds in summary

Recommendations

1. Publish clear and objective evaluation criteria to ensure transparency and fairness for all bidders.
2. Clarify the contradiction regarding 'Divided into Parts' versus appointing a 'single supplier' to avoid confusion.
3. Implement an e-submission platform to enhance practicality and equal access for bidders in line with modern procurement practices.
