Tender Quality Score

This tender for military biomedical science training is clear in its technical requirements and provides essential financial and timeline information. However, it suffers from significant transparency and fairness issues due to the explicit absence of evaluation criteria and the lack of electronic submission.

Score Breakdown

Legal Compliance75/100

The tender correctly identifies the procedure type (Open) and CPV codes. No disputes or suspensions are noted. However, the missing reveal date and, critically, the absence of specified evaluation criteria are significant transparency issues that impact legal compliance with principles of equal treatment and non-discrimination.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the required services and the AI-extracted technical requirements are exceptionally clear and unambiguous, detailing the program content, accreditation, student capacity, and geographical constraints. The major drawback is the explicit lack of specified evaluation criteria, which severely hinders bidders' understanding of how their proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information, including title, reference, organization, value, duration, and location, is provided. Requirements are well-defined. However, the explicit absence of evaluation criteria is a critical omission. While documents are listed, it's unclear if the full suite of necessary tender documents (e.g., detailed ITT, SOW) is readily available beyond administrative summaries.

No evaluation criteria specified
Unclear if all comprehensive tender documents are available
Fairness55/100

The tender's value is disclosed, promoting transparency. However, the explicit lack of evaluation criteria is a major fairness concern, as it prevents objective and transparent assessment. The absence of e-submission also limits equal access. Furthermore, the highly specific geographical requirement (25/45 miles from B20 1AP) combined with IBMS accreditation could significantly restrict competition, potentially indicating tailoring to a very limited number of providers.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date, duration, and financing information are clearly specified, which is practical for planning. However, the stated lack of electronic submission is a significant practical impediment in modern procurement, increasing administrative burden and potentially deterring bidders.

No e-submission
Data Consistency90/100

The data provided is largely consistent and logical. Key fields are populated, and dates (submission deadline, contract start) are in a logical sequence. The only minor inconsistency is the empty 'Liable Person' field.

Liable Person field is empty
Sustainability20/100

The tender does not include any explicit green procurement, social criteria, or innovation focus. This represents a missed opportunity to incorporate broader public policy objectives into the procurement process.

Not green procurement
No social criteria

Strengths

Clear and detailed technical requirements
Essential financial and timeline information provided
Appropriate CPV and NUTS codes
Open procedure type, promoting competition
Value disclosed, not classified

Concerns

Missing evaluation criteria, severely impacting transparency and fairness
No electronic submission, reducing accessibility and efficiency
Highly specific geographical requirement, potentially limiting competition

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Implement electronic submission capabilities to enhance accessibility and streamline the bidding process.
3. Review the geographical constraints to ensure they are strictly necessary and do not unduly restrict competition, or provide clear justification for such specificity.
