Original Tender Description

In November 2023, Network Rail brought its entire Occupational Health (OH) service in‑house. The service now operates nationally across 22 clinics, supported by remote and virtual delivery models, and provides health assessments, surveillance, management referrals and safety‑critical medicals for approximately 42,000 employees. This includes statutory obligations under the Health and Safety at Work etc. Act 1974 and the Transport and Works Act 1992, making the OH function central to compliance, governance and operational safety. The organisation’s Health Sustainability Strategy reinforces a shift towards evidence‑based health management, stronger governance, and better use of high‑quality data. An Occupational Health IT system is therefore fundamental to delivering a consistent, efficient and forward‑looking service. The system must not only support the day‑to‑day administration of clinical activity but also enhance the quality, governance and insight required from a national, safety‑critical operation. Network Rail require an Occupational Health system to build a detailed and accurate picture of workforce health, enabling richer understanding of demographics, emerging risks and preventive opportunities. It will generate robust management information and high‑quality OH data that supports statutory reporting, internal assurance and workforce analytics, aligning with Network Rail’s broader ambition to treat health as a core business outcome. Intelligent appointment and diary management will help reduce cancellations and no‑shows, ensuring clinics run efficiently and clinical time is maximised. Consistent national data sets will provide a clear view of health and wellbeing trends across all regions, reinforcing the need for standardisation and comparability across the organisation. In summary, the future OH IT system must: ⦁ Support a national Occupational Health service covering approximately 42,000 employees across 22 clinics, alongside remote and virtual delivery. ⦁ Accommodate a hybrid workforce of clinical and non‑clinical users involved in safety‑critical and statutory health activity. ⦁ Manage high‑volume, regulated workflows, including management referrals, health surveillance, fitness‑for‑work assessments and other statutory medicals. ⦁ Provide strong auditability, governance and management insight, enabling consistent assurance and evidence‑based decision‑making.

Tender Quality Score

While the technical requirements for the IT system are exceptionally clear, there are significant deficiencies in the procurement process itself, particularly regarding procedure type, bidder qualification, and evaluation criteria. The 'planning' status indicates it is not yet a finalized tender.

Score Breakdown

Legal Compliance30/100

The tender lacks fundamental legal compliance elements, including a defined procedure type, explicit mandatory exclusion grounds, eligibility requirements, financial requirements for bidders, and evaluation criteria. The missing reveal date also prevents assessment of publication period compliance.

Missing procedure type
No explicit mandatory exclusion grounds
Clarity65/100

The technical description of the required IT system is very clear and detailed, with comprehensive AI-extracted technical requirements. However, the complete absence of evaluation criteria significantly diminishes the clarity of the overall procurement process for potential bidders.

No evaluation criteria specified
Performance conditions not explicitly detailed beyond technical requirements
Completeness50/100

While basic information, financial details, timeline, and a comprehensive technical description are present, the tender is critically incomplete regarding essential procurement process elements such as eligibility criteria, mandatory exclusion grounds, financial requirements for bidders, and evaluation criteria.

Missing liable person
Missing procedure type
Fairness40/100

The absence of transparent evaluation criteria severely compromises fairness, as bidders cannot understand the basis for award. The lack of electronic submission also creates barriers to equal access. The technical requirements do not appear overtly tailored to a specific company.

No evaluation criteria specified
No electronic submission supported
Practicality55/100

The lack of electronic submission is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders. While other practical details like contract start date and duration are clear, the absence of e-submission reduces overall practicality.

No electronic submission supported
Document URL not explicitly provided
Data Consistency65/100

Existing data points (title, reference, organization, value, deadlines, CPV, NUTS, description) are consistent and logical. However, a significant number of key fields (Liable Person, Type, Procedure) are unpopulated, and crucial procurement criteria are missing, indicating a lack of overall data completeness.

Several key fields are unpopulated
Missing critical procurement criteria
Sustainability20/100

The tender makes no mention of environmental, social, or innovation aspects, indicating a complete absence of sustainability considerations in the procurement design. It is not flagged as green procurement, nor does it include social criteria or an innovation focus.

Not green procurement
No social criteria
