Recommendations6
Confirm Fleet Availability for Sliding-Floor Semi-Trailers
CriticalMed effort

Ensure the bidder possesses or has guaranteed access to a sufficient number of 90 m³ sliding-floor semi-trailers to meet the delivery volume and schedule for the 6180 MWh requirement. Explicitly state the number of units available and their operational readiness.

Directly addresses a critical technical requirement, avoiding disqualification.
Develop a Detailed Logistical Plan

Create a comprehensive plan detailing how the fuel will be sourced, loaded, transported, and unloaded at the Juodupė boiler house. This plan should specifically address the rear-end unloading method and any potential challenges, demonstrating operational expertise.

Builds confidence in the bidder's ability to execute the contract successfully, especially given the lack of explicit evaluation criteria.
Highlight Experience with Similar Deliveries
HighMed effort

If the bidder has prior experience delivering biomass fuels to boiler houses with similar logistical constraints, emphasize this in the bid. Provide case studies or references if possible.

Positions the bidder as a more experienced and reliable partner.
Conduct Thorough Cost Analysis for Competitive Pricing
HighHigh effort

Given the open tender and lack of specified evaluation criteria, price is likely a significant factor. Perform a detailed cost analysis to ensure a competitive yet profitable bid. Consider economies of scale in sourcing and transport.

Increases the likelihood of winning by offering a strong price point.
Incorporate Sustainable Sourcing Commitment
MediumLow effort

While not a mandatory requirement, including a commitment to sourcing wood fuel from certified sustainable forests within Lithuania can enhance the bid's appeal and align with broader public sector objectives.

Adds a positive social and environmental dimension to the bid.
Address Potential Fuel Quality Variations
MediumLow effort

Briefly mention quality control measures in place to ensure the wood sawdust meets the required specifications for heat energy production, even if not explicitly detailed in the tender.

Demonstrates a proactive approach to quality assurance.
Competitive Positioning
Emphasize reliability and proven capability in handling specialized bulk fuel deliveries, particularly the unique unloading requirement, to differentiate from potential competitors who may only offer standard tipper truck solutions.
