Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and specifies a CPV code. Deadlines appear reasonable for an open procedure, and there is no indication of disputes. The value is disclosed and classified. The primary concern is the lack of explicitly stated evaluation criteria, which can impact the transparency of the legal process.

No evaluation criteria specified
Clarity80/100

The description of the programme's aims and objectives is clear, outlining the need for senior leadership engagement, curriculum design, and employer partnerships. The requirements for technical capability are also well-defined based on the programme's goals. However, the absence of detailed evaluation criteria leaves some ambiguity on how proposals will be assessed.

Missing evaluation criteria
Completeness70/100

The use of an e-sourcing portal for response is standard. There are no apparent requirements tailored to specific companies.

Practicality65/100

The tender mandates e-submission via the Delta eSourcing portal, which is practical. However, the contract start date is very close to the submission deadline, which might be challenging for bidders. Information regarding financing is not explicitly detailed, and the duration is specified. The lack of accessible tender documents also hinders practical preparation.

Financing information not explicitly detailed
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. There are no reported disputes or suspensions. The dates provided (submission deadline and contract start) are logically ordered, although the proximity of the start date to the deadline is noted.
