Original Tender Description

The Old General Herbarium (OGH) Beta Project is a light touch refurbishment of a section of the OGH gallery to bring it back into public display for the first time since 1948. The project will install a temporary pop-up display opening in September 2026. The Museum is running a competition for the provision of Principal Contractor services for the refurbishment and fit-out works in the gallery. In order to access the tender documents for the OGH Beta Principal Contractor tender exercise, all tenderers must complete the NDA available in the SQ stage document library. The NDA must be signed by an appropriate representative of the tendering company and returned to the Museum for countersignature. Once the NDA has been completed by both parties, it will be sent to tenderers for record keeping. The tenderer will then be added to the Tenderbox stage, where the tender documents will be made available from the 30th April 2026. However, it lacks specific evaluation criteria and details on sustainability, and the submission process involves an NDA, which adds a step for potential bidders.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including the use of a proper CPV code and an open competition procedure. Deadlines are provided, though the submission deadline might be considered tight given the NDA requirement. No disputes are reported.

Clarity80/100

The description of the project and the required services is clear. The requirements for accessing tender documents (NDA) are explicitly stated. However, the absence of specified evaluation criteria could lead to ambiguity for bidders.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, organization, estimated value, and contract duration. However, the lack of available content for tender documents and the absence of explicit evaluation criteria reduce its completeness.

Fairness85/100

The tender is an open competition, promoting fairness. The estimated value is disclosed. The process requires an NDA, which is a standard but an additional step. The lack of specified evaluation criteria could be perceived as a minor fairness concern, as bidders may not fully understand how their submissions will be assessed.

Lack of specified evaluation criteria
Practicality65/100

The tender utilizes an e-sourcing portal for access and response, which is practical. However, the requirement to complete and return an NDA before accessing full tender documents adds an extra step. The contract start date is specified, but financing information is not detailed.
