Tender Quality Score

This tender for a vegetation survey is generally well-structured with clear technical requirements and a disclosed budget. However, it lacks explicit evaluation criteria and details on submission procedures, impacting its overall completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements for an open competition below the threshold. The CPV code is appropriate, and there are no immediate indications of disputes or regulatory non-compliance. The deadline is provided, though its reasonableness is debatable given the scope.

Clarity80/100

The description of the required vegetation survey, including plot size, number, data recording, and soil sampling, is clear and specific. Technical capabilities are well-defined. However, the absence of explicit evaluation criteria leaves some ambiguity on how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and start date. However, the lack of content for the tender documents and the absence of specified submission requirements reduce its completeness.

No document content available
No specific submission requirements listed
Fairness85/100

The tender is an open competition, and the estimated value is disclosed, promoting fairness. The criteria for technical capability are objective. However, the requirement for bidders to provide services in English, Estonian, Latvian, Polish, and Lithuanian is highly unusual and potentially restrictive, suggesting it might be tailored to specific entities or regions, significantly impacting fairness.

Eligibility requirements for multiple languages may be overly specific
Practicality65/100

The contract start date is specified, and financing is implied by the estimated value. However, the lack of information on e-submission methods and the absence of document content make the practical execution of the submission process less straightforward.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided are logical and sequential.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. It is also not indicated as EU funded, which often implies adherence to certain sustainability standards.

No green procurement mentioned
No social criteria mentioned

Strengths

Clear technical requirements for vegetation survey
Disclosed estimated value and contract duration
Open competition procedure

Concerns

Unusual and potentially restrictive language eligibility requirements
Missing evaluation criteria
Lack of document content and e-submission details

Recommendations

1. Clarify the rationale behind the multi-language requirement or remove it if not essential.
2. Publish detailed evaluation criteria and submission guidelines.
