The Joint Nature Conservation Committee (JNCC) requires hosting and support for the UK Marine Noise Registry (MNR) software and data for the financial year 2026/2027. This includes hosting the MNR web application on own servers, bug investigation and fixing, and supporting user issue investigation. SUBMISSION REQUIREMENTS7

ELIGIBILITY REQUIREMENTS27

--Bidders must be capable of hosting the UK Marine Noise Registry (MNR) software and data on their own servers.

--Bidders must be able to provide day-to-day bug investigation and fixing.

--Bidders must be able to support the investigation of user issues.

--Bidders must be able to provide hosting for the MNR web application on their own servers for the duration of the service agreement.

--Bidders must be able to provide a LIVE instance of the current approved release of software on their main server protected by an Uninterruptible Power Supply (UPS) with 30 minutes back up storage.

--Bidders must be able to provide a STAGING instance of either LIVE or an updated release of software on their main server.

--Bidders must be able to provide a BACKUP instance of the current approved release of software on a backup server in a different physical location (without shared resources such as power or internet connection).

--Bidders must be able to implement a database backup process such that the MNR database is saved to a remote location on a nightly basis.

--Bidders must be able to notify JNCC of any changes to the locations of these instances of the MNR software.

--Bidders must ensure the LIVE and STAGING service instances are normally available 24 hours per day 365 days per year.

--Bidders must provide technical support from 9.00am to 5.00pm, Monday to Friday.

--Bidders must notify JNCC immediately of the nature of a service outage and the underlying cause.

--Bidders must agree with JNCC the most appropriate fallback mechanism within 1 working day of a prolonged service outage.

--Bidders must recover the database backup and connect the BACKUP server to the JNCC portal, making it the LIVE server, within 1 working day of agreement with JNCC for a prolonged service outage.

--Bidders must replace failed hardware or rectify faults at no cost to JNCC if loss of service is a result of hardware or software failure within the server infrastructure.

--Bidders must notify JNCC with 5 working days notice of the need to pause the service for planned maintenance.

--Bidders must investigate identified bugs and identify a suitable solution within 2 working days.

--Bidders must provide a suitable workaround or solution for URGENT bugs within 5 working days.

--Bidders must provide a suitable workaround or solution for MAJOR bugs within 20 working days.

--Bidders must include a solution for MINOR bugs in the next software release.

--Bidders must provide support to JNCC for investigation of user problems on a case by case basis.

--Bidders should be aware of the potential for follow-on work into the financial year 2027/28, subject to continuing need, availability of funds, and satisfactory performance.

--Any products or outputs submitted to JNCC for publication must adhere to JNCC's house-style and be produced in an accessible format.

--All reports and other documentation to be made publicly available must adhere to JNCC's house-style and be produced using a JNCC template, unless otherwise stated.

--All reports (draft and final) must be provided electronically via email both as a Microsoft Word document and an Adobe PDF.

--Copies of documentation associated with case studies must be provided in electronic format with an associated reference catalogue.
