Tender Quality Score

This tender for Occupational Health Services is well-structured with clear basic information and a defined scope, but lacks specific evaluation criteria and details on sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender appears compliant with standard procurement procedures for a below-threshold open competition. A clear CPV code is provided, and the organization is identifiable. The submission deadline is present, and the contract duration is specified. While no explicit disputes are mentioned, the absence of a 'reveal date' for evaluation criteria is a minor oversight. The overall legal framework seems sound.

Clarity80/100

The tender provides a clear description of the required Occupational Health Services, the scope of employees to be covered, and the general objectives. Eligibility and technical capability requirements are outlined, though specific details are deferred to the full CfT documents. The requirement to refer to CfT documents for further detail is standard but reduces clarity within the initial announcement.

Completeness70/100

Key information such as title, reference, organization, estimated value, contract duration, and submission deadline are present. The CPV code is included. However, the lack of available content for the tender documents and the missing evaluation criteria prevent a full assessment of completeness. The AI-extracted requirements indicate some core elements are covered, but the absence of specified mandatory exclusion grounds is noted.

No document content available
Missing evaluation criteria
Fairness85/100

The tender specifies an open competition procedure and discloses the estimated value, which supports fairness. The requirement for e-submission via etendersNI is a positive for accessibility. However, the absence of publicly available evaluation criteria could be perceived as a fairness concern, as it doesn't allow potential bidders to fully understand how their submissions will be assessed beforehand. Requirements are generally objective, not appearing tailored to specific companies.

Practicality65/100

The requirement for e-submission via etendersNI is practical. The contract start and duration are specified. However, the tender lacks information regarding financing and a URL for accessing the tender documents directly within this summary, which detracts from immediate practicality. The AI-extracted requirements note 'No e-submission' as an issue, which contradicts the description requiring submission via etendersNI. Assuming etendersNI is an e-procurement portal, this point needs clarification.

No e-submission (as per AI extraction, though description states e-submission required)
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated consistently. There are no mentions of suspension or disputes. The contract start date (2026-06-29) is logically after the submission deadline (2026-04-24). The overall data presented is coherent and logically structured.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation criteria. It is also not indicated as EU-funded. This area lacks specific focus, suggesting a moderate score due to the absence of these common modern procurement considerations.

Not green procurement
No social criteria

Strengths

Clear scope and service description
Identifiable organization and reference number
Estimated value and contract duration specified
Open competition procedure indicated

Concerns

Missing evaluation criteria
Lack of specific sustainability or innovation requirements
No content available for tender documents
Potential confusion regarding e-submission method (AI vs description)

Recommendations

1. Publish detailed evaluation criteria for greater transparency.
2. Integrate sustainability and innovation objectives into the tender requirements.
3. Ensure direct access or clear instructions for obtaining tender documents.
