Tender Quality Score

This tender for a Traffic Management Vehicle is generally well-structured, with clear basic information and requirements. However, it lacks detailed evaluation criteria and specific sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements, including a clear CPV code and a defined procedure. Deadlines are stated, though the submission deadline relative to the contract start date might be tight. No disputes are noted. The procedure is 'Below threshold - open competition', which is a valid classification.

Clarity80/100

The description of the required Traffic Management Vehicle is reasonably clear, specifying its purpose and the need for a bespoke build compliant with street works legislation. The submission process and query handling are also clearly outlined. However, the absence of explicit evaluation criteria impacts overall clarity on how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. The submission deadline and contract start date are specified. However, the tender documents themselves are not accessible or summarized, which is a significant omission for completeness.

No document content available
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the criteria for submission and queries are objective. There are no apparent requirements tailored to specific companies. The use of an e-procurement portal is positive.

Practicality65/100

The tender specifies an e-submission portal, which is practical. However, the contract duration of 2 months seems unusually short for a bespoke vehicle build and deployment, potentially impacting practicality. Financing information is not detailed.

Contract duration may be too short for a bespoke build
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. There are no noted disputes or suspensions. The dates provided are logical, with the submission deadline preceding the contract start date.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the tender description or AI-extracted requirements. The tender does not indicate if it is EU funded. This suggests a lack of focus on sustainability criteria.

Not green procurement
No social criteria

Strengths

Clear basic information and title
Open competition procedure
Use of e-procurement portal
Disclosure of estimated value

Concerns
