Original Tender Description

Monmouthshire County Council is inviting Expressions of Interest (EOIs) from training providers, apprenticeship partners, FE institutions, and specialist skills organisations interested in delivering qualifications, vocational training, and apprenticeships as part of the development of a new Monmouthshire Multi Skills Centre/skills hubs. This notice forms part of early market engagement to assess the market’s appetite and capacity to support the creation of a high quality, industry aligned Skills Centre/hubs in Monmouthshire. Two potential locations to develop a centre have been identified: Innovation House Magor and Castlegate Business Park Caldicot; but we are open to suggestions for other locations. Vocational pathways, apprenticeships, and skills development opportunities for: young people (including junior apprenticeships 14–16 and post 16); adults seeking upskilling or reskilling; jobseekers; local employers requiring workforce development and CPD. We have identified particular gaps in the opportunities to develop skills in STEM, construction, digital, green skills and engineering. We would be open to responses that met these gaps; but we would be open to an evidence-based response that sought to meet other skill gaps. Capital funding has been secured to redevelop potential premises into a modern, industry standard learning facility. Interested organisations are asked to provide a package of information as per the Engagement description detailed below. This is not a tender process; EOIs are for market testing and planning purposes.

Tender Quality Score

This is an Expression of Interest (EOI) for market engagement, not a formal tender. It provides a clear description of the project's intent and desired outcomes, but lacks specific details on evaluation criteria and submission format.

Score Breakdown

Legal Compliance75/100

The notice is for market engagement and planning, not a formal tender, which impacts traditional legal compliance scoring. Deadlines are present, and the CPV code is appropriate for the described work. The absence of a formal procedure code is noted but expected for an EOI. No disputes are indicated.

Clarity80/100

The description clearly outlines the purpose of the EOI, the target audience, and the desired outcomes for the skills centre. It specifies areas of interest for skills development. However, the lack of a detailed 'Engagement description' for submission requirements and missing evaluation criteria reduces overall clarity.

Missing detailed engagement description for submission
No evaluation criteria specified
Completeness70/100

Basic information such as title, organization, estimated value, and duration is present. The contract start date is provided. However, the crucial 'Engagement description' detailing what information to provide is missing, and the number of tender documents with content is zero, hindering completeness.

Missing detailed 'Engagement description' for submission
No tender documents with content available
Fairness85/100

As an EOI, fairness is assessed based on transparency and accessibility. The value is disclosed, and the process is open to various types of organizations. The criteria for interest are broad, allowing for diverse responses. The lack of specific evaluation criteria for the EOI stage is a minor concern.

Practicality65/100

The notice indicates a submission deadline and contract duration. The contract start date is clear. However, there is no mention of e-submission, and the URL for documents is not provided. Financing information is implied ('Capital funding has been secured') but not detailed.

No e-submission mentioned
No document URL provided
Data Consistency90/100

Key fields such as title, organization, reference, value, and dates are populated. The status is 'planning', which is logical for an EOI. No disputes or suspensions are noted. The dates are logically sequenced.

Sustainability50/100

The notice does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded. While the focus on 'green skills' suggests a potential sustainability element, it is not a formal procurement characteristic.

No explicit green procurement criteria
No explicit social criteria
