Tender Quality Score

This tender for the Malvern Vale Community Centre internal reconfiguration is generally well-structured, with clear objectives and a disclosed estimated value. However, it lacks specific evaluation criteria and details on e-submission, impacting its overall practicality and fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements, including a clear CPV code and a stated procedure for below-threshold open competition. Deadlines are provided, though the submission deadline might be considered tight given the mandatory site visit period. No disputes are noted. The absence of a reveal date is a minor procedural omission.

Missing reveal date
Clarity80/100

The description of the works is clear, outlining the scope of the internal reconfiguration. Mandatory site visits are clearly communicated with contact details and allocated dates. However, the absence of specified evaluation criteria leaves bidders uncertain about how their submissions will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. The description is detailed. However, the lack of accessible tender documents with content or summaries limits the completeness of the information provided to potential bidders.

No document content available
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the criteria for mandatory site visits are objective. However, the lack of specified evaluation criteria and the absence of information regarding e-submission processes could be perceived as less fair, as it doesn't fully detail the assessment process or modern submission methods.

No evaluation criteria specified
No e-submission
Practicality65/100

The tender specifies a contract start date and duration, and provides contact information for site visits. However, the absence of an e-submission mechanism and the lack of accessible tender documents with content reduce the practicality for bidders. The contract duration is stated as 2 months, but the dates provided suggest a 9-week duration, which could cause confusion.

No e-submission
Contract duration inconsistency (2 months vs. 9 weeks)
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. There are no noted disputes or suspensions. The dates for site visits and contract duration are logically presented, although there is a minor discrepancy between the stated contract duration (2 months) and the provided dates (9 weeks).

Contract duration inconsistency (2 months vs. 9 weeks)
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, innovation, or EU funding, which are common elements in modern tenders. This suggests a lack of focus on these areas.

Not green procurement
No social criteria
