Original Tender Description

UKB seeks a development partner for the "Airlock" Output Checking System (OCS) Decision Engine. This system will automate the assessment of data egress requests to prevent the removal of participant record-level data and identifiable information, enhancing security and trust in the UKB-RAP. The OCS will integrate with the new UKB-RAP in 2028. The current manual output checking process is not scalable. The OCS Decision Engine consists of a Data Trust Engine (assessing data 'disclosiveness') and a Researcher Behaviour Engine (assessing researcher credibility). This procurement covers the Decision Engine, while the User Interface (UI) and Workflow are subject to a separate tender. Estimated contract value: £2m GBP. UKB reserves the right to discontinue or delay the procurement.

MANDATORY EXCLUSION GROUNDS2
--UKB reserves the right to discontinue or delay the procurement process and may decide not to award a contract as a result of this call for competition.
--UKB shall not be liable for any costs or expenses incurred by any organisation in considering and/or responding to the procurement process.
ELIGIBILITY REQUIREMENTS2
--Bidders must be able to design and deliver the OCS Decision Engine, which includes the Data Trust Engine and Researcher Behaviour Engine.
--Bidders must be able to integrate the OCS Decision Engine with the new UKB-RAP, which is planned to come into effect in 2028.
TECHNICAL CAPABILITY REQUIREMENTS7
--Develop and deliver the OCS Decision Engine, comprising the Data Trust Engine and Researcher Behaviour Engine.
--The Data Trust Engine must review egressed files to detect the presence of sensitive information using transparent, heuristic rules and configurable thresholds.
--The Data Trust Engine must create a score for how 'disclosive' the egressed data is.
FINANCIAL REQUIREMENTS3
--The estimated contract value is £2m GBP.
--Tenders and supporting documents must be priced in pounds sterling.
--All payments made under the contract will be in pounds sterling, unless otherwise advised.
