Original Tender Description

UKB is seeking to implement a functional mechanism to check data egress requests to ensure that participant record-level data is not being removed and does not contain information that can identify individual participants. This Output Checking System (OCS) functionality will allow UKB to enhance the security of the UKB-RAP, reduce the risk of data breaches and increase trust and transparency. The OCS Decision Engine will develop core algorithms for automated assessment of data being egressed, providing a confidence score and a Red/Amber/Green (RAG) rating for decision making. The estimated contract value is £2m GBP.

Tender Quality Score

This tender for the OCS Decision Engine Development Partner is generally well-structured, with clear technical requirements and a defined scope. However, it lacks explicit evaluation criteria and details on the e-submission process, impacting practicality and potentially fairness.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard legal requirements, including a clear procedure (competitive flexible procedure), a relevant CPV code, and a specified standstill period. Deadlines appear reasonable given the complexity. No immediate disputes or regulatory non-compliance are evident.

Clarity80/100

The description of the OCS Decision Engine and its components (Data Trust Engine, Researcher Behaviour Engine) is detailed and understandable. Technical requirements are well-documented, outlining the expected functionalities. However, the absence of explicit evaluation criteria leaves some ambiguity regarding how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including the title, organization, estimated value, and contract duration. The contract start date is specified. However, the lack of available content for the tender documents is a significant omission, hindering a full assessment of completeness.

No document content available
Fairness85/100

The tender provides access to the full document via a URL and discloses the estimated value. The criteria for the OCS Decision Engine development appear objective and focused on technical capability. The use of a competitive flexible procedure suggests a fair process. However, the lack of explicit evaluation criteria could be perceived as a minor fairness concern.

Practicality65/100

The tender specifies an e-submission portal (myTenders) and provides a URL for registration. The contract start date is clear. However, the specific process for e-submission and document upload is not detailed, and the absence of information on financing beyond the estimated value limits practicality.

No e-submission details
Missing financing information
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated consistently. There are no indications of suspension or disputes. The dates provided are logical within the context of a procurement process.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which limits the sustainability score.
