Original Tender Description

The objective of this procurement is to secure a partnership with a key strategic partner to provide best-in-class Paramedic Services at Manchester Airport. Paramedic Services are essential for the day-to-day operation of the airport, maintaining passenger and staff safety and regulatory compliance. The Supplier will need to ensure they meet the response times set out in the Service Level Agreement, shared at the ITN stage, therefore, having robust contracts in place with suppliers who have experience in providing these important services is vital. This Procurement supports two of MAG's values: "People at our Core" and "Safe Hands", both of which are relevant to this particular service based on the safety and wellbeing of staff and passengers. The Supplier will deliver an on-site First Aid and Emergency Responder Service 24-hours per day, 7 days a week, including all bank holidays and weekends across the Manchester Airport estate.

Tender Quality Score

This tender has a clear objective and essential information, but significant deficiencies exist in evaluation criteria, e-submission capabilities, and sustainability aspects. The lack of specified mandatory exclusion grounds in the provided information is a notable legal concern.

Score Breakdown

Legal Compliance75/100

The CPV and NUTS codes are correctly assigned, and there are no reported disputes or suspensions. However, the provided information explicitly states that 'MANDATORY EXCLUSION GROUNDS' are 'Not specified', which is a critical legal requirement. Additionally, the 'Liable Person' and procedure codes are missing.

Mandatory exclusion grounds not specified in the provided information
Liable Person missing
Clarity60/100

The tender description is clear and unambiguous regarding the service objective and operational requirements (24/7, response times). However, a major clarity issue is the explicit absence of specified evaluation criteria. Detailed requirements, such as the Service Level Agreement, are mentioned but not provided in this summary.

No evaluation criteria specified
Detailed requirements (e.g., SLA specifics) not provided in the summary
Completeness70/100

Basic information like title, reference, organization, value, and duration are present. However, critical elements such as evaluation criteria, detailed service requirements (SLA), the liable person, procedure codes, and the reveal date are missing from the provided content. While documents are listed, their summaries suggest general information rather than full tender specifications.

No evaluation criteria specified
Detailed requirements (SLA) not present in the summary
Fairness55/100

The tender value is disclosed, and requirements for experience are reasonable for the specialized service. However, the explicit absence of evaluation criteria severely compromises transparency and fairness, as bidders cannot understand how their proposals will be judged. The lack of e-submission also creates barriers to equal access.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date and duration are clearly specified. However, the absence of electronic submission capabilities is a significant practical drawback in modern procurement. A direct document URL is also not provided in the summary.

No e-submission
Document URL not provided in the summary
Data Consistency70/100

While there are no reported disputes or suspensions, several key fields such as 'Liable Person', 'Type Code', 'Procedure Code', and 'Missing reveal date' are unpopulated. A notable inconsistency is the identical submission deadline and contract start date, which is unusual for a competitive procedure and implies no time for evaluation and award.

Liable Person missing
Procedure codes missing
Sustainability30/100

The tender lacks any explicit mention or integration of green procurement criteria, social aspects, or an innovation focus. This represents a significant omission in line with modern public procurement best practices.

No green procurement criteria
No social criteria

Strengths

Concerns

Missing evaluation criteria

Lack of sustainability (green, social, innovation) aspects
Mandatory exclusion grounds not specified in provided information
Identical submission deadline and contract start date

Recommendations
