Original Tender Description

This is an invitation to tender to provide Weaver Vale Housing Trust (WVHT) with the supply of Ride on Mowers, Repair, Maintenance and Training Services. Contained in this invitation is some general information about WVHT, what we are looking for, and some financial information. If your organisation feels that you can provide the services we require as outlined in our Specification, and are interested in going into business with us, please submit a tender application. All tender submissions will undergo an evaluation process, before a bid is accepted. If you feel you cannot meet the required standards set out in our Specification, please specify what standards you can meet, and we will assess any variations on a case-by-case basis. Whilst cost is important, the quality of the service and how it fits into our organisational values is also important to us. We will be accepting tender submissions until noon on Monday 6th April 26.

This tender for ride-on mowers offers clear requirements and a fair process but lacks specific detail on evaluation criteria and green/social aspects. Documentation access and e-submission could be improved.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements with a clear procedure, CPV code, and no initial disputes. Deadlines are present, but their adequacy is debatable. The procedure is 'Below threshold - open competition', suggesting compliance with relevant regulations for this procurement type.

Clarity80/100

The description is generally clear, outlining the required services (supply, repair, maintenance, training). Requirements are documented in the 'Specification' (though not provided here). The text mentions evaluation criteria and case-by-case assessment for variations, indicating some defined criteria exist.

Missing evaluation criteria specified in the tender notice.
Completeness70/100

Most basic information is present, including title, organization, estimated value, contract duration, and start date. However, crucial tender documents are listed as having 'Documents with content/summaries: 0', indicating a significant gap in completeness for potential bidders. The submission deadline is clear.

Zero documents with content/summaries available.
Fairness85/100

The tender appears fair with open competition and disclosed value. Requirements are not tailored to specific companies, promoting a level playing field. E-procurement is not explicitly mentioned, but the overall process seems objective. 'Full document access' is hampered by the lack of content in listed documents.

Lack of accessible document content hindering full document access.
Practicality65/100

While a contract start date and duration are provided, the lack of explicit e-submission details and the absence of document content reduce practicality. Financing information is not detailed. The submission deadline is stated, but the 'No e-submission' flag indicates potential manual submission processes.

No explicit mention of e-submission process.
Lack of financing information.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. There are no flagged disputes or suspensions. Dates appear logical, with the contract start date following the submission deadline.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is also not indicated as EU funded. This suggests a lack of focus on these modern procurement considerations.

No explicit mention of green procurement.
No explicit mention of social criteria.

Strengths

Clear description of services required.
Open competition procedure.
Estimated value disclosed.
Reference number and organization clearly stated.

Concerns

Crucial tender documents have no content available.
Missing evaluation criteria.
