Excellent

Tender Quality Score

This market engagement notice is exceptionally clear and well-structured, effectively communicating its purpose and requirements for potential providers of an AACC Client Record System. While lacking explicit sustainability criteria and a disclosed estimated value, it demonstrates high quality in its documentation, fairness, and practical support for engagement.

Score Breakdown

Legal Compliance90/100

The notice clearly defines itself as a market engagement exercise, not a call for competition, which is a legally sound pre-procurement step. The CPV code is appropriate, and there are no reported disputes or suspensions. The 'Type' and 'Procedure' fields being 'None' are contextually accurate for a market engagement notice. The classified value is acceptable at this preliminary stage.

Clarity95/100

The description is exceptionally clear and unambiguous, explicitly stating the purpose of the market engagement and what is expected from interested parties. The technical criteria for demonstrations are well-documented and easy to understand. The absence of evaluation criteria is appropriate for a market engagement, as it is not a formal tender.

Completeness90/100

The notice provides all essential information, including title, reference, organization, and a detailed description of the required system. Key timelines such as the market engagement deadline, future contract duration, and start date are specified. All listed documents are available and summarized. Requirements for demonstration eligibility are clearly defined.

Fairness90/100

Full document access is provided, and the process for expressing interest via the e-tender portal ensures equal access. The notice explicitly states that participation in the market engagement does not confer preferential status in any future tender, promoting fairness. The technical requirements appear functional and not tailored to a specific company, and the use of "or equivalent" clauses supports this. The classified value is a minor transparency point but acceptable for market engagement.

Practicality90/100

Electronic submission for expressing interest and all communications are fully supported via the Atamis e-tender portal, with a direct URL and helpdesk contact provided. The future contract start date and duration are clearly specified, aiding planning for potential providers.

Data Consistency90/100

The data provided is largely consistent and logical. Dates are in chronological order, and there are no reported suspensions or disputes. While the 'Liable Person' field is empty and 'Type'/'Procedure' are 'None', these are minor omissions or contextually appropriate for a market engagement notice.

Sustainability30/100

The notice does not include any explicit criteria or mention of green procurement, social aspects, or innovation focus as part of the market engagement or future contract considerations. This is a common omission for IT system procurements.

No explicit green procurement criteria
No explicit social criteria

Strengths

Exceptional clarity on market engagement purpose.
Clear and well-defined technical requirements for demonstrations.
Robust e-procurement portal support with helpdesk.
Explicit commitment to fairness and non-preferential treatment.
Comprehensive basic information and timelines.

Concerns

Estimated value is classified, limiting market understanding.
Lack of explicit sustainability, social, or innovation criteria.
'Liable Person' field is empty.

Recommendations

1. Consider disclosing an estimated value range in future market engagement notices to better inform potential providers.
2. Integrate explicit sustainability, social, and innovation criteria into the future tender documentation.
3. Ensure all administrative fields, such as 'Liable Person', are populated for full transparency.
