Tender Quality Score

This tender for a Landscape Architect demonstrates good clarity in its technical scope but suffers from significant deficiencies in legal compliance, completeness, and fairness due to missing critical information. Practicality is also low due to the lack of e-submission and an illogical contract start date.

Score Breakdown

Legal Compliance40/100

The tender lacks crucial legal information, specifically mandatory exclusion grounds and evaluation criteria, which are fundamental for a compliant procurement process. Missing procedure codes and detailed information on the 'Restricted' procedure type also detract from compliance.

No information regarding mandatory exclusion grounds.
No evaluation criteria specified.
Clarity50/100

While the project description and technical requirements are clear and well-detailed, the complete absence of evaluation criteria significantly hinders clarity for potential bidders. The 'implied' nature of some requirements and the lack of explicit financial requirements also reduce overall clarity.

No evaluation criteria specified.
No specific financial requirements explicitly stated.
Completeness45/100

The tender is incomplete in several critical areas, most notably the absence of evaluation criteria, mandatory exclusion grounds, and specific financial requirements. The 'Liable Person' and procedure codes are also missing, and the 'Required: No' status for all listed documents is confusing.

Missing evaluation criteria.
Missing mandatory exclusion grounds.
Fairness35/100

Fairness is severely compromised by the complete absence of evaluation criteria, making it impossible for bidders to understand how their proposals will be judged. The lack of e-submission also creates barriers to equal access, and 'implied' requirements could lead to subjective assessment.

No evaluation criteria specified, severely impacting transparency and objectivity.
No e-submission capability, limiting equal access for all potential bidders.
Practicality30/100

The tender presents significant practical challenges due to the lack of electronic submission, which is a standard expectation in modern procurement. Furthermore, the contract start date being identical to the submission deadline is highly illogical and impractical, indicating a significant administrative error.

No electronic submission supported.
Contract start date is the same as the submission deadline, which is illogical and impractical.
Data Consistency40/100

Multiple inconsistencies are present, including differing submission deadlines between basic information and AI-extracted requirements, and a significant currency discrepancy in the estimated value (EUR vs. GBP). The contract start date being the same as the submission deadline is also a major logical inconsistency.

Inconsistency in submission deadline dates (2026-04-30 23:00:00 vs 2026-05-01T00:00:00+01:00).
Estimated value currency inconsistency (EUR 900,000 vs GBP 750,000).
Sustainability20/100

The tender makes no mention of any green procurement, social aspects, or innovation focus. It also indicates it is not EU funded, which often correlates with higher sustainability standards.

No green procurement criteria.
No social aspects included.

Strengths

Clear and detailed description of the project scope and technical responsibilities (RIBA stages 1-7).
Estimated value and contract duration are clearly specified.
CPV and NUTS codes are correctly assigned.
All basic identifying information (title, reference, organization) is present.
Documents are listed and summarized, indicating some level of transparency.

Concerns

Absence of evaluation criteria, mandatory exclusion grounds, and specific financial requirements.
Lack of electronic submission capability.
Illogical contract start date (same as submission deadline) and inconsistencies in submission deadline and estimated value currency.
Missing details for the 'Restricted' procedure type and 'Liable Person'.
No integration of sustainability, social, or innovation aspects.

Recommendations

1. Immediately publish comprehensive evaluation criteria, mandatory exclusion grounds, and specific financial requirements to ensure legal compliance and fairness.
2. Clarify and correct all data inconsistencies, especially regarding the contract start date, submission deadline, and estimated value currency.
3. Implement an electronic submission platform to enhance practicality and equal access for bidders.
