Tender Quality Score

This tender, currently in the RFI planning stage, presents a clear vision for a digital solution but suffers from significant transparency and completeness issues, particularly regarding financial details and future evaluation criteria.

Score Breakdown

Legal Compliance65/100

Legal compliance is moderate. While deadlines are reasonable, the missing reveal date, classified value, and absence of explicit mandatory exclusion grounds (even for an RFI) are notable concerns. Procedure codes are also missing.

Missing reveal date
Value classified (not disclosed)
Clarity70/100

The description and technical requirements for the RFI are clear. However, the absence of specified evaluation criteria for the subsequent tender phase significantly impacts the overall clarity of the procurement process.

No evaluation criteria specified for the subsequent tender
Completeness55/100

Completeness is poor due to several critical omissions. The estimated value is not disclosed, evaluation criteria are missing, mandatory exclusion grounds are not specified, and one crucial document failed to download.

Estimated value not disclosed (classified)
No evaluation criteria specified
Fairness45/100

Fairness is significantly compromised. The classified value, a failed document download, and the lack of electronic submission create barriers. The absence of evaluation criteria for the main tender also reduces transparency for bidders.

Value classified (not disclosed)
One tender document failed to download
Practicality50/100

Practicality is moderate, primarily hindered by the lack of electronic submission, which is a significant drawback in modern procurement. While contract dates are clear, financing information is not available.

No electronic submission supported
Financing information (estimated value) not available
Data Consistency75/100

Data consistency is generally good, with logical dates and no reported disputes. However, the missing procedure codes, empty 'Liable Person' field, and classified value represent minor inconsistencies or gaps.

Missing procedure type and procedure codes
Liable Person field is empty
Sustainability50/100

Sustainability aspects are limited. While there is a clear focus on innovation through digital transformation, the tender lacks explicit green procurement or social criteria.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear description of the problem and desired digital solution
Specific technical requirements for the RFI are well-defined
Key timelines (RFI deadline, contract duration, start date) are provided
Innovation is a clear driver for the solution
Appropriate CPV code assigned

Concerns

Estimated value is classified, reducing transparency
No evaluation criteria specified for the subsequent tender
One tender document failed to download, hindering full access
No electronic submission supported
Missing mandatory exclusion grounds and procedure codes

Recommendations

1. Ensure all tender documents are accessible and downloadable for full transparency.
2. Disclose the estimated value or provide a reasonable range to enhance transparency and allow informed bidder decisions.
3. Clearly outline the evaluation criteria for the subsequent tender phase to improve clarity and fairness.
