Original Tender Description

Archway Learning Trust is undertaking a Trust‑wide upgrade of its CCTV infrastructure to modernise coverage, improve safeguarding, and ensure long-term maintainability. This programme forms part of a three‑year renewal plan and aligns with the Trust's strategic aims for improved security, reduced on‑site hardware footprint, and standardisation across all academies. On 1st and 2nd of April we will host open days at 4 academies in Nottingham to allow the suppliers to visit the site and do a full site tour, this will involve tours of all our sites and we will provide maps for the first 4 schools being done in 2026. We expect suppliers to provide quotes and recommendations based on the tours of the school, put forward a pricing matrix, listing all costs including: project costs, individual camera cost and any additional costs we may be subject too. We expect suppliers to hold this price until the end of the tender.

Tender Quality Score

This tender offers a moderate level of quality, with a clear description of objectives and a good disclosure of financial and timeline information. However, it lacks specific evaluation criteria and details on sustainability, and the submission process could be more streamlined.

Score Breakdown

Legal Compliance75/100

The tender has a clear CPV code and NUTS code. The procedure type is 'Competitive flexible procedure' which is generally acceptable. However, the lack of specified evaluation criteria could pose a risk. Deadlines are present but the submission deadline might be perceived as short given the site visits required.

Missing evaluation criteria
Clarity70/100

The description of the project objectives (modernisation, safeguarding, maintainability, standardisation) is clear. The requirements for suppliers to provide quotes and recommendations based on site tours and a pricing matrix are understandable. However, the absence of explicit evaluation criteria leaves some ambiguity on how submissions will be judged.

No evaluation criteria specified
Completeness75/100

Basic information such as title, reference, organization, estimated value, and contract duration is present. The CPV and NUTS codes are provided. Site visit dates are specified. However, the lack of content for the attached tender documents is a significant gap.

No document content available
Fairness80/100

The tender is accessible to multiple suppliers ('Restricted' type, but not explicitly named). The estimated value is disclosed. The open days and site tours are a positive step towards providing suppliers with necessary information. The requirement to hold price until the end of the tender is standard. No overtly tailored requirements for specific companies are apparent.

Practicality60/100

The tender specifies site visits on specific dates, which is helpful for understanding the scope. However, there is no explicit mention of e-submission, and the contract start date being the same as the submission deadline is highly impractical and likely an error.

Contract start date is the same as submission deadline
No explicit e-submission method specified
Data Consistency95/100

Key fields like title, reference, organization, value, and deadlines are populated. The contract duration is logical. There are no reported disputes. The dates provided, while some are problematic (contract start), are otherwise consistently presented.

Sustainability30/100

There is no mention of green procurement, social aspects, or innovation in the tender description or AI-extracted requirements. The tender also does not indicate if it is EU funded.

No green procurement requirements
No social criteria mentioned

Strengths

Clear project objectives and description
Estimated value and contract duration specified
Site visit opportunities provided
CPV and NUTS codes included

Concerns

Missing evaluation criteria
Contract start date impractical
No sustainability considerations

Recommendations

1. Specify clear evaluation criteria for submissions.
2. Correct the contract start date to be realistic after contract award.
3. Incorporate sustainability and innovation aspects where applicable.
