Original Tender Description

Surrey County Council is recommissioning a high quality Appropriate Adult Service to safeguard the rights and welfare of children, young people, and vulnerable adults. The service will operate 24/7, 365 days a year, delivered by trained and qualified staff across multiple Surrey locations, including police custody suites, police stations, schools, council and community buildings, and other appropriate venues. The service model requires providers to deliver timely, responsive, and needs led support across core functions. • Appropriate Adult provision for children, young people, and vulnerable adults detained, interviewed, or otherwise engaged in police processes, ensuring their welfare and rights are upheld and they can participate effectively. • Age assessment support, where required, to assist professionals in determining age related safeguarding responsibilities and ensuring individuals receive suitable care and intervention. • Advocacy services to promote the voice, views, and best interests of service users, ensuring they are signposted to relevant local support services and connected with wider early help, social care, and youth justice pathways. Providers must demonstrate strong knowledge of Surrey's local support landscape to ensure effective coordination, referral, and continuity of care. The proposed service whilst independent should seek to promote safety, reduce offending, support independence, and ensure equitable access to additional services that improve wellbeing and long term outcomes for service users

Tender Quality Score

This tender for Surrey Appropriate Adult Service is in the planning stage, with a clear description of services and requirements. However, it lacks specific financial details, evaluation criteria, and information on submission procedures, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender is in the planning stage, which explains the absence of a formal procedure code. The CPV code is provided, and there are no immediate indications of disputes. Deadlines are present, though the submission deadline might be considered short given the planning status. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description of the Surrey Appropriate Adult Service is clear and detailed, outlining the scope, target audience, and core functions. The AI-extracted requirements are well-defined, providing a good understanding of what is expected from potential providers.

Completeness70/100

While basic information like title, organization, and description are present, key details are missing. The estimated value is not disclosed, and there is no content available for the tender documents. Crucially, evaluation criteria are not specified, and submission requirements are absent, leaving significant gaps.

No document content available
Fairness85/100

The tender appears fair in its general requirements, focusing on service delivery capabilities and local knowledge. There are no obvious tailored requirements for specific companies. The value is classified but not disclosed, which could be a concern for some bidders. The lack of specified evaluation criteria could lead to perceived unfairness in the selection process.

Value not disclosed
Practicality65/100

The tender is in the planning stage, and the absence of an e-submission method is noted. While a contract start date and duration are provided, the lack of financing information and detailed submission procedures makes it less practical for immediate bidding. The availability of documents is limited to their existence, not their content.

No e-submission specified
No financing information provided
Data Consistency90/100

Key fields such as title, reference, organization, and dates are populated logically. The status is 'planning', which aligns with the absence of detailed procedural information. There are no reported disputes, contributing to good data consistency.
