Original Tender Description

The New Forest National Park Authority ('the Authority') is the organisation responsible for promoting the two statutory purposes of the National Park as set out in the Environment Act 1995 which are: To conserve and enhance the natural beauty, wildlife and cultural heritage of the area, To promote opportunities for the understanding and enjoyment of the special qualities of the Park by the public. The Authority also has a duty to seek to foster the economic and social well-being of the local communities within the National Park. In this regard, providing affordable housing for people with a strong local connection is a particular issue and the Authority is looking at opportunities to work with landowners to provide affordable private rented accommodation for local people. The Authority owns a small plot of land in Burley for the purposes of providing two affordable homes for rent. Planning permission was subsequently granted for the development on 18 September 2018, application number 18/00517.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a clear procedure (open procedure), a relevant CPV code, and no immediate indications of disputes or regulatory non-compliance. The deadline, while potentially tight, is specified. The absence of a reveal date is a minor oversight.

Missing reveal date
Clarity80/100

The description of the project's purpose and the Authority's mission is clear and well-articulated. The context for the affordable housing initiative is well-explained. However, the lack of specified evaluation criteria and detailed requirements for bidders reduces overall clarity on how submissions will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, the absence of detailed requirements (exclusion, eligibility, technical, financial, submission) and the lack of content in the tender documents significantly impact completeness.

No e-submission details provided
Practicality65/100

The tender provides a contract start date and duration. However, the lack of information regarding e-submission, financing details, and the absence of document URLs for access hinders practical application for potential bidders.
