Original Tender Description

The London Borough of Waltham Forest is seeking a delivery partner, through a concession contract, to run a Zero Emission Delivery (ZED) service. This service will support the sustainable travel goals of the Enjoy Waltham Forest Programme by providing an eco-friendly courier solution for all Council departments, suppliers, and service providers. The ZED service will use recent changes to road layouts in both residential and shopping areas, aiming for truly zero emissions. The goal is to cut down on van and car journeys in the borough, reduce the need for private vehicles for shopping, help people from all backgrounds reach local businesses and services, and promote the ZED service alongside business partners’ delivery options

Tender Quality Score

This tender for a Zero Emission Delivery service is generally well-structured, with clear objectives and a reasonable estimated value. However, it lacks specific evaluation criteria and details on document content, impacting completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and provides a CPV code. Deadlines are specified, though the submission deadline might be considered short given the contract start date. No disputes are reported. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description of the Zero Emission Delivery (ZED) service is clear, outlining the goals and expected outcomes. Eligibility and technical capability requirements are reasonably well-defined based on the provided text. However, the absence of specified evaluation criteria introduces ambiguity.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The CPV code is provided. However, the lack of available document content and the absence of detailed evaluation criteria mean that crucial information for potential bidders is missing.

No document content available
Fairness85/100

The tender is open, and the estimated value is disclosed. The requirements, while specific to a ZED service, do not appear to be tailored to a single company. The use of an open procedure and disclosed value promotes fairness. However, the lack of specified evaluation criteria could lead to subjective assessments.

Practicality65/100

The contract start date and duration are specified. Financing information is not detailed. The tender is described as 'active' but lacks explicit mention of an e-submission portal, which is a common practicality concern. The submission deadline is relatively close to the contract start date.

No e-submission mentioned
Deadline may be too short
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided are logically sequenced.

Sustainability50/100

The core objective of the tender is to promote a Zero Emission Delivery service, aligning with sustainability goals. However, there is no explicit mention of green procurement criteria beyond the service itself, nor are social aspects or innovation specifically highlighted as requirements or evaluation factors. It is not indicated as EU funded.

Not green procurement (beyond core service)
No social criteria
