Original Tender Description

Devon County Council (DCC) intends to establish an Open Framework for commissioning high-quality skills provision services. The Framework will support programmes funded through the Adult Skills Fund (ASF), Free Courses for Jobs (FCFJ), Skills Bootcamps, and other future skills initiatives. It is divided into Lots: Lot 1 - ASF and FCFJ, Lot 2 - Skills Bootcamps, Lot 3 - Future Skills Projects. The Framework aims to enable flexible and responsive skills provision for sustainable employment and career progression, meeting employer demand and contributing to economic growth. DCC may initiate Call-Offs from Lot 1 and Lot 2. Contract values are estimated and subject to funding confirmation. A virtual Tender Launch Event will be held on Wednesday, 18th March 2026.

Tender Quality Score

This tender for a skills development framework is generally well-structured with clear objectives and a substantial estimated value. However, it lacks specific evaluation criteria and details on document access, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure, which is standard. The CPV code is appropriate for the services described. Deadlines are provided, though the submission deadline might be considered tight given the complexity implied by the estimated value and framework structure. No disputes are noted. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description of the framework's purpose, objectives, and lot structure is clear. The AI-extracted requirements provide a good overview of expected capabilities. The mention of a tender launch event further aids clarity by offering direct interaction.

Completeness70/100

Basic information such as title, reference, organization, and estimated value is present. Contract duration and start dates are specified. However, the crucial absence of evaluation criteria and the lack of accessible document content (only a count is provided) significantly reduce completeness.

Missing evaluation criteria
No document content available
Fairness85/100

The open procedure and clear lot structure promote fairness. The estimated value is disclosed. The tender launch event offers equal opportunity for clarification. Requirements appear objective and not tailored to specific companies. E-procurement is implied but not explicitly confirmed.

Practicality65/100

The tender specifies a contract start date and duration. Financing information is alluded to via funding sources but not detailed. The primary practicality issue is the lack of explicit mention of e-submission and the absence of direct URLs for tender documents, forcing reliance on event attendance for access.

No e-submission specified
Document URL missing
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated. The status is active, and there are no noted suspensions or disputes. The dates provided are logically sequenced.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded. This suggests a lack of focus on sustainability criteria.

Not green procurement
No social criteria

Strengths

Concerns
