Tender Quality Score

This tender for a vegetation survey is generally well-structured with clear technical requirements, but lacks explicit evaluation criteria and details on submission methods, impacting practicality and legal compliance.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement principles for below-threshold contracts. The CPV code is appropriate, and the organization is clearly identified. However, the absence of specified evaluation criteria and a clear reveal date for documents raises concerns regarding procedural transparency and legal compliance. The deadline, while active, might be considered short for a below-threshold open competition, though not explicitly flagged as unreasonable.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the required vegetation survey is detailed and specific, outlining the tasks involved, the number of plots, and the expected deliverables. The AI-extracted requirements further clarify the scope and technical capabilities needed. The conditions for participation are generally clear.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. However, the lack of available document content and the absence of specified evaluation criteria mean that crucial details for bidders are missing, affecting the overall completeness of the tender package.

No document content available
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the requirements are specific to the service needed, not tailored to a particular company. The use of objective criteria for the survey itself is implied by the detailed description. However, the lack of specified evaluation criteria makes it difficult for bidders to understand how their submissions will be assessed, potentially impacting perceived fairness.

Practicality65/100

The tender specifies a contract start date and duration, and the estimated value is provided. However, there is no explicit mention of e-submission, and the availability of document URLs is not confirmed. The lack of information on financing sources also reduces practicality for potential bidders.

No e-submission mentioned
Document URL not specified
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start) are logically sequenced, with the contract start following the deadline. The contract duration is also clearly stated.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. It is not indicated as EU funded. Therefore, the sustainability score is moderate due to the absence of these common sustainability considerations in public tenders.

Strengths

Clear and detailed description of services required
Appropriate CPV code and NUTS code provided
Open competition procedure
Estimated value and contract duration specified

Concerns

Missing evaluation criteria
No document content available
Unclear submission method (e-submission not specified)
Potential for a short submission deadline

Recommendations

1. Specify evaluation criteria to enhance transparency and fairness.
2. Provide access to full tender documents with clear URLs.
3. Clarify the e-submission process and platform.
