Tender Quality Score

This tender for a Community Delivery Partner is generally well-structured with clear financial limits and a defined scope. However, it lacks detailed evaluation criteria and specific document content, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to open competition principles under a light touch regime, referencing the Procurement Act 2023. Deadlines appear reasonable given the below-threshold nature. The CPV code is provided. No disputes are noted. The primary concern is the lack of specified evaluation criteria, which could indirectly affect procedural fairness.

Missing evaluation criteria
Clarity80/100

The description of the service required is clear, and the financial limit is explicitly stated. The contract duration and end date are specified. However, the absence of accessible document content and detailed eligibility/technical requirements reduces overall clarity.

No document content available
Completeness70/100

Basic information such as title, reference, organization, and estimated value is present. The contract duration and start date are specified. However, the lack of accessible tender documents and missing details on exclusion, eligibility, and technical requirements significantly detract from completeness.

No document content available
Mandatory exclusion grounds not specified
Fairness85/100

The tender is an open competition, which promotes fairness. The value is disclosed, and the deadline is provided. The criteria for exclusion based on exceeding the budget are objective. The use of an open procedure is positive. However, the lack of specified evaluation criteria makes it difficult for bidders to understand how their submissions will be judged, potentially impacting fairness.

Missing evaluation criteria
Practicality65/100

The tender specifies a contract start date and duration. Financing information is implicitly linked to the stated budget. However, the absence of information regarding e-submission and the lack of accessible document content hinder practical application for potential bidders.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. The contract start date (2026-04-30) and end date (September 2028, implying a start around April 2026) are logically consistent with the 29-month duration. No disputes or suspensions are noted.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

Not green procurement
No social criteria
