Original Tender Description

The Housing Ombudsman Service (HOS) is conducting preliminary market engagement for a forthcoming further competition under Crown Commercial Service Digital Outcomes & Specialists 7 (RM1043.9), Lot 1 (Digital Outcomes). This engagement will help refine outcomes, delivery approach, commercial model, and procurement timetable for an outcome-based digital delivery requirement. HOS is considering options to recommission its customer-facing software, introducing an integrated customer 'front door' to support strategic priorities, including potential expansion into the Private Rented Sector (PRS). This project supports strategic aims like providing excellent, person-centred service, driving positive complaint handling cultures, and supporting better services through insights and data. HOS requires a Digital Delivery Partner to facilitate and complement in-house expertise. Indicative requirement includes Discovery & Design (including quick wins) and Delivery & Transition, to be procured sequentially. This Preliminary Market Engagement is for Work Package A: Discovery & Design, which involves understanding opportunities, risks, costs, and benefits of options for recommissioning digital infrastructure, and identifying/delivering 'quick wins' through existing system optimisation, AI, and automation.
