Original Tender Description

North Northamptonshire Council are pleased to advise that we will be setting up a Framework Agreement for Educational Support Services for Children and Young People in North Northamptonshire. The framework agreement is structured initially into five distinct service categories, referred to as 'lots', each representing a different type of support service. This will consist of: • Lot 1 - Educational Psychology • Lot 2 - Speech and Language Therapy (SaLT) • Lot 3 - Occupational and Sensory Therapy • Lot 4 - Tuition • Lot 5 - Alternative Provision These services are intended to support children and young people aged 0 to 25 years where the Council has identified a need for additional educational support. This includes those with an Education, Health and Care Plan (EHCP), as well as a broader group of individuals with identified educational needs. In 2024, the combined total of pupils with SEND support and those with an EHC plan in North Northamptonshire was 10,856. This represents an increase of 7.4% on the previous year's figure of 10,109. In providing these educational support services, the supplier must operate within legal and regulatory framework designed to safeguard the welfare, rights, and educational outcomes of children and young people. Our primary objective is to ensure that children and young people receive timely, high-quality education support services that enable them to reach their full potential. This Open Framework is designed to support the delivery of the following outcomes: • A sufficient supply of high-quality services, prioritising local provision where possible. • Timely access to services for children and young people. • Assurance that all services are safe and meet clearly defined minimum standards. • Consistent terms and conditions across all providers.
