Good

Tender Quality Score

This pre-procurement notice effectively communicates the upcoming residential care block contracts, demonstrating good legal compliance and clarity regarding the service scope, but it lacks critical details such as estimated value and evaluation criteria, which impacts completeness and fairness for potential bidders.

Score Breakdown

Legal Compliance90/100

The notice clearly states its purpose as an optional pre-procurement notice under the Procurement Act 2023, indicating adherence to national regulations. The procedure type and CPV codes are correctly identified, and there are no reported disputes.

Clarity85/100

The description of the three lots and the specific needs they address is very clear and unambiguous. The AI-extracted requirements, while not exhaustive, are well-defined for this pre-tender stage, and it clearly states what information will be released later.

Completeness60/100

While basic information (title, reference, organization, duration) is present, the notice is incomplete regarding key tender details. The estimated value is not disclosed (classified), actual tender documents are not yet available, and detailed financial, submission, and evaluation criteria are explicitly deferred.

Estimated value not disclosed
Actual tender documents not yet available
Fairness65/100

The publication of a pre-procurement notice enhances fairness by providing advance warning to the market. However, the lack of disclosed estimated value and specific evaluation criteria at this stage limits transparency and the ability of potential bidders to adequately prepare or assess their interest.

Estimated value not disclosed
Evaluation criteria not specified
Practicality55/100

Practical information such as electronic submission methods and direct document URLs are missing. While contract duration and start date are provided, the absence of estimated value further limits practical planning for bidders.

No information on electronic submission
No document URLs provided
Data Consistency75/100

Most key fields are populated, and there are no disputes. However, minor inconsistencies exist, such as empty codes for 'Type' and 'Procedure', and a slight discrepancy between the stated contract start date (July 7) and the phased August 1st start mentioned in the description.

Empty codes for Type and Procedure
Minor date inconsistency (Contract Start vs. Phased Start)
Sustainability60/100

The tender inherently addresses significant social aspects by focusing on residential care for older people and individuals with physical disabilities, including respite care for unpaid carers. However, it does not explicitly include green procurement or innovation criteria.

No explicit green procurement criteria
No explicit innovation focus
