Tender Quality Score

This tender presents a clear description of service needs but lacks detailed technical requirements and evaluation criteria, impacting completeness and fairness. The e-submission process is not explicitly stated, and sustainability aspects are not highlighted.

Score Breakdown

Legal Compliance75/100

The tender has a clear CPV code and reasonable estimated value. While the deadline is short, it is provided. The procedure type is 'None', which is a minor ambiguity. There is no information about disputes. The contract start date is sufficiently in the future. The provided information suggests basic regulatory compliance but lacks explicit detail on dispute resolution mechanisms.

Procedure type is not specified.
Clarity80/100

The description of the services and overarching aims is detailed and well-articulated. Eligibility requirements are clearly outlined, focusing on the outcomes and scope of services. However, technical capability requirements are missing, which reduces the overall clarity of what specific expertise is needed beyond the service description.

No specific technical capability requirements detailed.
Completeness70/100

Key information such as title, reference, organization, estimated value, contract duration, and deadline are present. However, the tender document states 'Documents with content/summaries: 0', indicating a lack of attached detailed tender documents. Crucially, evaluation criteria are not specified, which is a significant omission for bidders to understand how their proposals will be assessed.

No document content available.
Missing evaluation criteria.
Fairness85/100

The estimated value is disclosed, and the criteria, as far as they are presented (eligibility), appear objective. The division into parts is not explicitly detailed, but the core service description is open. There is no indication of tailored requirements for specific companies. However, the lack of transparency regarding evaluation criteria and the potential absence of e-submission reduce the perceived fairness.

Missing evaluation criteria.
No e-submission mentioned.
Practicality65/100

The submission deadline is provided, and the contract duration and start date are specified. The estimated value is clear. However, the absence of explicit mention of e-submission and lack of accessible document URLs (as indicated by 'Documents with content/summaries: 0') make the practical submission process unclear.

No e-submission mentioned.
No document content available.
Data Consistency90/100

Most key fields are populated with logical information. The contract start date is appropriately set after the submission deadline and allows for a reasonable transition. The status 'planning' is consistent with a tender in this phase. No disputes are reported.

Sustainability50/100

The tender does not explicitly mention any green procurement initiatives, social aspects, or innovation focus. It is also not stated if it is EU-funded. This indicates a lack of emphasis on sustainability criteria.

Not green procurement.
No social criteria.

Strengths

Clear and comprehensive service description.
Well-defined overarching aims.
Specified estimated value and contract duration.
Clear CPV code and NUTS code.

Concerns

Missing detailed technical capability requirements.
Lack of specified evaluation criteria.
Absence of accessible tender documents.
Uncertainty regarding e-submission process.

Recommendations

1. Provide detailed technical capability requirements.
2. Clearly outline the evaluation criteria and weighting.
3. Make all relevant tender documents accessible with content.
