Original Tender Description

To develop senior leadership capability and capacity that places collaboration and strong working relationships at its core, the Council wishes to develop and pilot a Leadership Development Programme that could, if proven successful, become a key strand of future organisational development. This Programme forms part of the Council’s wider People Strategy and is designed to strengthen organisational capability, support succession planning, and enhance strategic decision making. The Leadership Development Programme will consist of external training in the form of an ILM 7 in Leadership and Management and internal training in the form of Masterclasses, delivered by subject experts within the Council. The Council is seeking a suitable qualified and experienced training provider to deliver the ILM Level 7 Certificate in Leadership and Management aspect of the Leadership Development Programme. The ILM Level 7 Certificate in Leadership and Management will comprise unit 703 ‘Developing strategic leadership and management capability’ and unit 607 ‘Leading a sustainable and future focused organisation’. Full details can be found in the ITT

Tender Quality Score

This tender for management training is generally well-structured and clearly defined, with reasonable financial parameters. However, it lacks specific evaluation criteria and details on e-submission, impacting overall practicality and clarity.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements with a specified CPV code and procedure. Deadlines appear reasonable given the scope. There is no indication of disputes or regulatory non-compliance in the provided data.

Clarity80/100

The description of the required training (ILM Level 7) is clear, and the specific units are identified. However, the absence of explicitly stated evaluation criteria within the provided text leads to some ambiguity for potential bidders regarding how proposals will be assessed. The reference to 'Full details can be found in the ITT' suggests important information might be external.

No evaluation criteria specified
Completeness70/100

Key information such as title, reference, organization, estimated value, contract duration, and start date are present. The structure indicates an Invitation to Tender (ITT) document, which presumably contains all necessary details. However, the lack of content summaries for the attached documents prevents a full assessment of completeness from the provided data.

No document content available
Fairness85/100

The tender is open to competition and specifies the estimated value, promoting transparency. Eligibility and technical requirements appear objective and focused on capability. The requirements seem tailored to the specific service (ILM Level 7 training) rather than specific companies.

Practicality65/100

The tender is active and has a specified start date. However, the absence of explicit information regarding e-submission methods and the lack of document content available for direct review reduce its immediate practicality for bidders. The reliance on external ITT documents for key details adds an extra step.

No e-submission
No document content available
Data Consistency90/100

All essential fields like title, reference, organization, value, and dates are populated. There are no indications of suspension or disputes. The timeline logically progresses from submission to contract start.

Sustainability50/100

The tender description mentions 'Leading a sustainable and future focused organisation' as one of the units, indicating a potential element of sustainability. However, there are no explicit requirements for green procurement, social aspects, or innovation beyond this unit's potential content. It is also not indicated as EU funded.

Not green procurement
No social criteria

Strengths
