Good

Tender Quality Score

This tender is a planning notice for a significant railway infrastructure contract, providing a clear scope and timeline but lacking critical details such as the procurement procedure type and evaluation criteria.

Score Breakdown

Legal Compliance60/100

The tender lacks a clearly defined procedure type and code, which is a significant legal compliance issue. While CPV codes are correct and no disputes are noted, the absence of explicit mandatory exclusion grounds in the summary is also a concern. The long lead time for submission from the current date is reasonable for a planning notice.

Undefined procurement procedure type and code
Mandatory exclusion grounds not explicitly stated in the summary
Clarity70/100

The project description and AI-extracted technical requirements are clear and comprehensive. However, the tender explicitly states that detailed scope, commercial model, and crucially, evaluation criteria are yet to be published, which limits overall clarity at this planning stage.

Evaluation criteria are not specified
Detailed scope and commercial model are yet to be published
Completeness70/100

Basic information such as title, organization, value, duration, and CPV codes are complete. However, as a planning notice, critical elements like the full tender documents, detailed commercial model, and evaluation criteria are explicitly missing, impacting the completeness for a full bidding process.

Evaluation criteria are not defined
Full tender documents with detailed scope and commercial model are not yet available
Fairness65/100

The absence of specified evaluation criteria is a major concern for fairness and transparency. The lack of e-submission also presents a barrier to equal access. While the requirements appear generic for the scale, these fundamental omissions undermine the fairness of the process.

Evaluation criteria are not specified
No e-submission capability
Practicality65/100

The tender lacks support for electronic submission, which is a significant practical drawback in modern procurement. While key dates like contract start and duration are clear, the absence of a direct document URL and e-submission reduces overall practicality.

No electronic submission supported
Document URL not explicitly provided
Data Consistency80/100

Most key fields are populated and dates are logical and consistent. The primary inconsistency is the 'None' value for the 'Type' and 'Procedure' fields, which indicates missing critical data rather than a contradiction.

Procurement 'Type' and 'Procedure' fields are unpopulated ('None')
Sustainability50/100

The tender description explicitly mentions 'compliance with sustainability objectives,' which is a positive indicator. However, without specific green procurement criteria, social aspects, or innovation focus detailed in the requirements, its practical implementation of sustainability remains unclear.

Lack of specific, measurable green procurement criteria
No explicit social criteria mentioned

Strengths

Clear and detailed description of the project scope and alliance model
High estimated value and long contract duration provide significant opportunity
Early planning notice allows potential bidders ample time for preparation
CPV code and NUTS code are appropriately assigned
Explicit mention of sustainability objectives

Concerns

Undefined procurement procedure type and code
Absence of specified evaluation criteria
Lack of e-submission capability
Mandatory exclusion grounds not explicitly stated in the summary
Detailed scope and commercial model are yet to be published

Recommendations

1. Clearly define the procurement procedure type and code in subsequent publications.
2. Publish comprehensive and objective evaluation criteria as soon as possible to ensure transparency and fairness.
3. Implement an e-submission platform to enhance practicality and equal access for bidders.
