Original Tender Description

The Authority is undertaking preliminary market engagement to understand and assess the availability and maturity of industry’s capability of contributing to the development of a sovereign, safe by design Fuzing System incorporating an Electronic Safe & Arm Device (ESAD), intended for use across a range of armed uncrewed systems. The requirement concerns a common, platform agnostic safety and arming solution over which the Ministry of Defence will retain full intellectual property rights to enable future manufacture, modification and competitive integration.

Tender Quality Score

This tender is in the planning stage, focusing on market engagement for a sovereign fuzing system. It presents a good foundation with clear objectives but lacks detailed procedural and evaluation information.

Score Breakdown

Legal Compliance75/100

The tender is in the planning phase, which inherently limits its immediate legal compliance assessment. The CPV code is provided, and the organization is clearly identified. However, the absence of a defined procedure and reveal date prevents a full assessment of regulatory compliance and dispute potential at this stage. The deadline appears reasonable given the planning status.

Missing reveal date
No defined procedure
Clarity80/100

The description of the requirement for a sovereign, safe-by-design Fuzing System with an Electronic Safe & Arm Device (ESAD) is clear and well-articulated. The technical capability requirements are also reasonably defined, outlining the need for development, platform agnosticism, and understanding of uncrewed systems. However, the lack of specified evaluation criteria leaves ambiguity on how proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The submission deadline and contract start date are also specified. However, the tender is incomplete due to the lack of attached documents with content and the absence of specific financial or submission requirements, which are crucial for potential bidders.

No document content available
Missing financial requirements
Fairness85/100

The tender is in a preliminary market engagement phase, which is a fair approach to gauge industry capability. Requirements are stated objectively, focusing on technical capabilities rather than specific company attributes. Full document access is implied but not explicitly confirmed, and the e-procurement aspect is not detailed. The value is disclosed, and the deadline seems reasonable for this stage.

Practicality65/100

The tender specifies a contract start date and duration, and the estimated value is provided. However, the lack of information regarding e-submission, a direct document URL, and specific financing details limits its practicality for immediate action. The current status as 'planning' also implies that detailed practical implementation steps are yet to be finalized.

No e-submission specified
No document URL provided
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated consistently. There are no reported disputes or suspensions. The dates provided (submission deadline and contract start) are logically sequenced. The CPV code and NUTS code are also present.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria within the current tender documentation.

Not green procurement
No social criteria
