Original Tender Description

London South East Academies Trust is a Multi-Academy Trust established in 2014. Its family of schools currently include mainstream, special and alternative provision academies located across Bromley, Bexley, Lambeth, Surrey and East Sussex. The Trust is tendering its catering services with a contract start date of 1st August 2026. The initial term will run for three years, ending on 31st July 2029, with a requirement for termly and annual reviews and a break clause to support both parties should the relationship not prosper. There will be an option to extend for up to two further years (1+1) by mutual agreement, based on qualitative and financial performance. The contract will be divided into three separate lots and bidders have the opportunity to bid for one, multiple or all lots, depending on their operational capacity and expertise. • Lot 1 – Mainstream, Alternative Provision and Social, Emotional and Mental Health (SEMH) Schools • Lot 2 – High-level SEND Provision • Lot 3 – Delivered-in hot meal service The Trust is seeking a professional catering contractor who can deliver an excellent level of service, high-quality food and service enhancements, realistic and achievable sales targets and ongoing support to the Trust’s communities throughout the contract. The projected turnover for the three-year contract is expected to be circa: Lot 1 - £4,678,434 Lot 2 - £538,537 Lot 3 - £131,382 The Trust is running this procurement as a Competitive Flexible, Two Stage, Light Touch Regime Tender Process. To declare your interest in the tender and download contract documents (available free of charge), please register on https://in-tendhost.co.uk/cohesionconsulting/aspx/Home Once registered, please declare interest in the opportunity to access and download the full document set. In short, the Trust needs to be convinced that bidders can deliver their promises in full, achieve their sales projections, and meet their service enhancements. If the Trust is not convinced of this, it reserves the right to consider an insourced solution or make no award. Any investment proposals must align with DfE guidelines.

Tender Quality Score

This tender is generally well-structured with clear objectives and a defined process, though it lacks specific evaluation criteria and details on green procurement.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard procurement practices with a clear CPV code and a defined procedure. The timeline, while active, has a submission deadline that could be considered tight given the complexity of the service and the need for document download and registration. No disputes are noted. The procedure is 'Competitive flexible procedure' which implies a degree of regulatory compliance.

Clarity80/100

The description of the Trust and its needs is clear, outlining the scope of services, contract duration, and lot divisions. Requirements for service quality, sales targets, and support are specified. However, the absence of explicit evaluation criteria leaves some ambiguity on how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The CPV code and NUTS code are provided. However, the content of the tender documents is not available for review, which is a significant omission for assessing completeness.

No document content available
Fairness85/100

The tender is divided into lots, allowing bidders to focus on their expertise, which promotes fairness. The estimated value is disclosed, and the e-procurement platform is specified. The criteria for success are focused on the bidder's ability to deliver promises and projections, which is objective. There are no obvious requirements tailored to specific companies.

Practicality65/100

The tender requires registration and interest declaration on an external platform, which is a standard e-submission process. A URL for the platform is provided. The contract start date is specified, and the duration is clear. However, information regarding financing is not explicitly detailed, and the lack of document content hinders practical assessment of the full scope.

No financing information detailed
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. The contract start date and submission deadline are logically placed relative to each other, although the deadline itself might be tight. No suspension or disputes are indicated.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded. While investment proposals must align with DfE guidelines, this does not inherently cover sustainability aspects.

Not green procurement
No social criteria
