Original Tender Description

The Ministry of Defence (MOD) has a requirement to conduct an advertised bespoke competition to appoint a supplier to design and implement a national communications campaign. The campaign will aim to raise awareness of the LGBT Restorative Measures available to veterans affected by the ban on LGBT personnel in the Armed Forces (1967–2000). This initiative seeks to ensure maximum outreach and encourage eligible veterans to apply for the schemes, which will close at 23:59 on 12 December 2026. The campaign specifically aims to engage hard-to-reach LGBT veterans, including those who may be reluctant to engage with the MOD or Armed Forces due to historical experiences or mistrust. Requirements: Given the time-critical nature of this requirement, the appointed supplier must confirm their ability to: - Commence work immediately upon contract award. - Dedicate full-time resources to the delivery of the campaign. Submission of Expression of Interest (EOI) Interested organisations are required to submit an Expression of Interest (EOI) that includes the following: 1. A maximum 1,000-word statement detailing: - Relevant experience, including organisations worked with, results achieved, and dates. - Demonstrated experience in using Government Communications Services (GCS) best practice. 2. Supporting evidence (no word limit), which will include: - A case study of a successful campaign targeting a hard-to-reach cohort, including: - Challenges faced. - Non-traditional methods used to engage the audience. - Measurable outcomes, with a particular focus on reaching an older cohort who do not engage with digital media or online platforms. - Evidence of communication methods used to reach the cohort, with an explanation of why these methods were successful. - Evidence of expertise in trauma-informed and inclusive communications for sensitive and marginalised cohorts. Evaluation and Downselection All submitted EOIs and supporting evidence will be evaluated by the Authority. Following this evaluation, suppliers will be downselected to maintain the tender list at a manageable level. Key Dates Deadline for Submission of EOI and Supporting Statements: 23:59 on 20 March 2026. NOTE: Suppliers MUST provide a clear statement alongside their EOI to this advert. If a supplier fails to do so, they will not be issued with an Invitation To Tender. Invitation to Tender (ITT) Issue Date: Downselected suppliers will be issued with an ITT by 23:59 on 26 March 2026. The ITT will be issued through the Defence Sourcing Portal. Clarification Questions Window: Clarification questions to the UK4 Notice must be submitted by 11th of March at 23:59. All enquiries should be submitted to Sanjay.Kottegoda100@mod.gov.uk. Suppliers will have a short window to submit clarification questions to the ITT, which will close at 23:59 on 1 April 2026. The Authority will respond to all clarification questions by 23:59 on 7 April 2026. Final Tender Return Date: 23:59 on 13 April 2026. Award Decision Date (Estimated): 28 April 2026.

Tender Quality Score

This tender for a communications campaign is generally well-structured with clear objectives and requirements, though it lacks explicit evaluation criteria and details on document access. The focus on a specific, sensitive cohort is commendable.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a clear CPV code, specifying an open competition procedure, and indicating no disputes. Deadlines are provided, though the EOI deadline might be considered tight given the complexity of the required submission. The absence of explicit mention of regulatory compliance beyond standard procurement practices is noted.

Potential for tight EOI deadline given submission requirements.
Clarity80/100

The description of the campaign's objective and target audience is clear and detailed. Requirements for the Expression of Interest (EOI) are well-documented, including specific content for the statement and supporting evidence. The criteria for downselection are mentioned but not explicitly detailed, which could be improved.

Evaluation and downselection criteria are not explicitly detailed.
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. However, the tender documents themselves are not available for review, which significantly impacts completeness. The absence of a reveal date for the tender documents is also a gap.

Missing reveal date for tender documents.
Fairness85/100

The tender is an open competition, promoting fairness. The value is disclosed, and the criteria, while not fully detailed, appear objective in their focus on experience and capability. The process involves a downselection, which is standard, but the lack of explicit evaluation criteria could be a concern for some. Access to full documentation is currently limited.

Full tender documentation is not accessible.
Evaluation criteria are not explicitly detailed.
Practicality65/100

The tender specifies an e-submission process via the Defence Sourcing Portal for the ITT, which is positive. However, the initial EOI submission method is not explicitly stated as e-submission. The contract start date and duration are clear. Financing information is not detailed, and the lack of accessible tender documents hinders practical preparation.

Financing information is not detailed.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided for EOI submission, ITT issue, clarification windows, and final tender return are logically sequenced, indicating good data consistency.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects beyond the specific campaign focus, or innovation. It is not indicated as EU funded. While the campaign itself addresses a social issue, the procurement process itself lacks explicit sustainability criteria.
