Original Tender Description

There is a requirement to tender for the provision of Cleaning Services at Buckinghamshire Council Corporate Offices and cross county sites, to ensure we are keeping our buildings clean and safe to fulfil our health and safety obligations. There are 74 sites in total. The contract will be for an initial term of 3 years, commencing on 1st of August 2026 and ending on 31st July 2029. The contract may be extended by one further 2-year period, and then another further 1-year period, making a potential total contract length of 6 years. The total contract spend for the full 6 years is estimated at £ 9,252,939. This is only an estimate, and the actual spend maybe higher or lower than this figure. This service is being procured using a two-stage procurement process which consists of: Stage 1 Invitation to Participate – A selection process using a Procurement Specific Questionnaire (PSQ); Stage 2 Suppliers successfully shortlisted at Stage 1 of the Procurement will be invited to submit tenders. This advert is for Stage 1 only. For the avoidance of doubt, bidders must only complete and return the PSQ (and any documents requested within the PSQ) at this stage 1. The Council is of the opinion that TUPE will apply. The In Procurement Specific Questionnaire (PSQ) and associated documents for this opportunity are published on the Council's procurement portal: https://in-tendhost.co.uk/buckinghamshire-council If you wish to participate and have not yet registered, please ensure you do so via the procurement portal in order to access the documentation. The Procurement Specific Questionnaire (PSQ) must be returned via the Council's procurement portal. The return date is midday on Friday 20th March 2026. Procurement Specific Questionnaire (PSQ) received after this time and date will not be accepted.

Tender Quality Score

This tender for cleaning services is generally well-described for Stage 1, outlining the two-stage process and key requirements. However, it suffers from significant data inconsistencies, particularly regarding deadlines and contract duration, and critically lacks explicit evaluation criteria for the initial selection stage, impacting fairness and clarity.

Score Breakdown

Legal Compliance70/100

The tender outlines a standard two-stage restricted procedure, and the CPV code is appropriate. The mention of TUPE is a positive aspect regarding legal obligations. However, the absence of explicit mandatory exclusion grounds in the summary and missing procedure codes are minor legal compliance gaps.

Missing explicit mandatory exclusion grounds in the summary
Missing procedure type codes
Clarity60/100

The description of the service, the number of sites, and the two-stage procurement process is clear. However, the critical absence of specified evaluation criteria for the Stage 1 PSQ makes it unclear how potential suppliers will be assessed and shortlisted.

No evaluation criteria specified for Stage 1 PSQ
AI-extracted requirements are not comprehensive (e.g., financial requirements)
Completeness55/100

Basic information like title, organization, reference, and a general description is present. However, the tender summary indicates that 5 documents are listed but none have content, which is a significant omission for a full assessment. Key details like the liable person, full procedure codes, and explicit financial requirements are also missing.

No content available for listed tender documents
Missing liable person
Fairness65/100

The tender discloses the estimated value and supports e-procurement, which promotes equal access. The requirements appear generic and not tailored. However, the critical absence of specified evaluation criteria for the Stage 1 PSQ severely impacts the transparency and objectivity of the selection process, making it difficult for bidders to understand how to best present their qualifications.

No evaluation criteria specified for Stage 1 PSQ
Practicality75/100

The tender provides a clear portal URL for accessing documents and electronic submission, which is practical for bidders. The contract start date and duration are generally specified, although with some inconsistencies. Financing information (estimated value) is also available.

Minor inconsistencies in contract start date and duration between timeline and description
Data Consistency40/100

There are significant inconsistencies in key timeline data. The 'Submission Deadline' in the timeline contradicts the PSQ submission deadline in the description. The 'Contract Duration' in the timeline contradicts the description of a potential 6-year contract. Missing fields also contribute to inconsistency.

Major inconsistencies in submission deadline and contract duration
Minor inconsistency in contract start date
Sustainability30/100

The tender does not explicitly mention any green procurement criteria, specific social aspects (beyond the legal application of TUPE), or innovation focus. It appears to be a standard service procurement without specific sustainability objectives.

No explicit green procurement criteria
No explicit social criteria (beyond TUPE application)

Strengths

Clear description of the service and scope (74 sites)
Two-stage procurement process clearly outlined
Electronic submission via a dedicated portal is supported
Estimated value and contract duration (initial + extensions) are provided in the description
CPV code and NUTS code are correctly assigned

Concerns

Critical lack of specified evaluation criteria for Stage 1 (PSQ)
Significant data inconsistencies regarding submission deadlines and contract duration
No content available for the listed tender documents, hindering full assessment
Absence of explicit mandatory exclusion grounds and financial requirements in the summary
No explicit focus on green, social, or innovation aspects

Recommendations

1. Publish detailed evaluation criteria for the PSQ (Stage 1) to ensure transparency and fairness.
2. Rectify all data inconsistencies, especially regarding submission deadlines and contract duration, to avoid confusion.
3. Ensure all tender documents are accessible and their content is summarized or available for review.
