Original Tender Description

Derby City Council (the Council) is looking for an innovative community volunteer-based Service Provider to support children, young people, care leavers and families (the Service Users). The contract period is two years between 1st June 2026 and 31st May 2028. The contract term is two years with no option to extend. There is a maximum budget of £97,000.00 per annum, a total of £194,000.00 over the two-year contract term. The overall aim of the Service is to safely prevent entry to and reduce the number of children and young people entering care within Derby City area. The Service will help maintain, where possible, children and young people within their families. The Service will also provide support to a number of care leavers who have multiple complex needs such as feeling isolated and lack of social connections. The Service will work using strengths-based methods with families to enable them to build on their skills and develop their own strategies to manage difficulties; enabling them to manage difficult periods in their lives.

This tender for family-based community support services is generally well-structured, with clear objectives and a defined budget. However, it lacks specific evaluation criteria and details on submission procedures, impacting overall completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements with a clear CPV code and a defined procedure. Deadlines appear reasonable for an open competition below the threshold. No disputes are noted. The primary concern is the absence of explicit evaluation criteria, which is a regulatory expectation.

Missing evaluation criteria
Clarity80/100

The description of the service is clear, outlining the target beneficiaries, objectives, and methodology (strengths-based). Requirements are documented, but the absence of specific submission and evaluation criteria leaves some ambiguity.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, the lack of detailed submission requirements and the absence of content for the attached tender documents limit its completeness.

No document content available
Missing submission requirements
Fairness85/100

The tender is an open competition, promoting fairness. The estimated value is disclosed, and the criteria for eligibility and technical capability are objective. The process is not explicitly stated as e-procurement, which could be a minor concern depending on local regulations.

Practicality65/100

The contract start date is specified, and financing information (budget) is provided. However, the lack of explicit mention of e-submission and the absence of document content reduce practicality for potential bidders.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported suspensions or disputes, and the dates are consistent with the contract duration.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects beyond the service itself, or innovation as a specific evaluation criterion, although 'innovative' is mentioned in the description. It is not indicated as EU funded.
