Original Tender Description

THIS IS NOT A CALL FOR COMPETITION. THIS IS A MARKET ENGAGEMENT. Short breaks are a vital support service for families with disabled children and young people. When making commissioning and funding decisions local authorities must ensure that regard is paid to all the relevant legal duties, in particular the short breaks duty in The Children Act 1989 and the duties in the Breaks for Carers of Disabled Children Regulations 2011. Key legislation and requirements: Legal Duty: Local authorities must provide breaks designed to meet the needs of carers, and children with a disability including overnight, day-time, weekend, and school holiday services. Purpose: To enable children to enjoy fun activities while supporting parents to continue caring more effectively. Target Group: Primarily disabled children and their families, but also includes other "children in need". Service Types: Activities can range from community-based, like youth clubs, groups activities and excursions, to residential, or in the child's own home. Shropshire Council is undertaking preliminary market engagement to inform and help shape the future commissioning of a Short Break Holiday Club(s) for children and young people with SEND (Special Educational Needs and Disabilities) and/or complex health needs during school holidays. Short breaks services are intended to provide play and leisure opportunities for children and young people aged from 5 years old until their 18th birthday whose needs cannot be met within mainstream provision. For many years the council has been working in partnership with established providers of children’s services and third sector organisations, however, we are keen to explore with the market alternatives to this, which includes working with schools, academy’s and Trusts, and would be keen to explore new and creative delivery models, including partnerships and consortium arrangements. This procurement is suitable for participation by schools, academies, and trusts.

Tender Quality Score

This is a market engagement notice for specialist holiday club provision, not a call for competition. It outlines the council's intent to gather market intelligence to shape future commissioning, with a focus on services for disabled children and young people.

Score Breakdown

Legal Compliance75/100

The notice correctly identifies relevant legislation and legal duties pertaining to short breaks for disabled children. The CPV code is appropriate for health and social work services. Deadlines are not applicable as this is a market engagement, not a formal procurement with submission deadlines. The absence of a formal procedure code is expected for market engagement.

Clarity80/100

The description clearly articulates the purpose of the market engagement, the target group, and the types of services envisioned. It highlights the legal framework and the council's interest in exploring new delivery models. However, specific evaluation criteria are missing, which is expected at this stage but noted as a point for future clarity.

Missing evaluation criteria
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The description provides context and objectives. However, no tender documents with content are available, and the 'Type' and 'Procedure' fields are marked as 'None', which is acceptable for market engagement but limits completeness for a formal tender.

No document content available
Fairness85/100

As a market engagement, fairness is generally high as it is open to all interested parties to provide input. The estimated value is disclosed. The openness to exploring new and creative delivery models, including partnerships and consortiums, suggests a fair approach to market shaping. The suitability for schools, academies, and trusts is explicitly stated, indicating broad accessibility.

Practicality65/100

The notice is for market engagement, so formal e-submission requirements are not applicable. The contract start date and duration are specified. Financing information is not detailed, which is typical for market engagement. The lack of a document URL for further information is a minor inconvenience.

No document URL
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and contract duration are populated logically. The dates provided (contract start and submission deadline) are consistent with a planning phase. There are no indications of suspension or disputes.

Sustainability50/100

The notice does not explicitly mention green procurement, social aspects, innovation, or EU funding. While the service inherently has social benefits, these are not highlighted as specific procurement criteria or objectives within the notice itself.
