This tender for Civil Parking Enforcement and PCN software is generally well-structured with clear technical requirements and a substantial estimated value. However, it lacks explicit evaluation criteria and details on the submission process, impacting overall quality.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard procurement practices with a clear CPV code and a competitive flexible procedure. The estimated value and contract duration are specified. The primary concern is the absence of a reveal date for evaluation criteria, which is a minor procedural gap.

Clarity80/100

The description of services required is comprehensive and detailed, outlining specific functionalities and interfaces. The AI-extracted requirements further clarify the technical scope. The main area for improvement is the lack of specified evaluation criteria, which would enhance clarity on how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Most essential information is present, including title, reference, organization, description, estimated value, contract duration, and start date. However, the lack of accessible tender documents with content or summaries is a significant omission, hindering a full assessment of completeness.

No document content available
Fairness85/100

The tender is an open procedure, and the requirements are generally objective and technically focused. The mention of 'sharing values' is a subjective element but not overly restrictive. The lack of specific mandatory exclusion grounds is noted. The absence of explicit e-submission details is a minor point, assuming a standard e-procurement portal is used.

Practicality65/100

The tender specifies a contract start date and duration. However, the absence of explicit information regarding e-submission and the URL for tender documents limits the assessment of practicality. Financing information is not detailed.

No e-submission
Document URL missing
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions. The timeline appears consistent with the contract start and duration.

Sustainability50/100
