Tender Quality Score

This tender for a Children's Residential and Accommodation Framework is generally well-structured, with clear descriptions and a defined scope. However, it lacks explicit evaluation criteria and details on green procurement, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and specifies a CPV code. Deadlines are provided, though the submission deadline might be considered tight given the complexity. The mention of potential successor bodies due to Local Government Reform adds a layer of regulatory consideration. No disputes are noted.

Clarity80/100

The description of the framework, lots, and sub-lots is detailed and understandable. Requirements are outlined, but the absence of specified evaluation criteria leaves some ambiguity on how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. However, the lack of accessible tender document content and the absence of explicit evaluation criteria mean that not all essential information for a complete understanding of the bid requirements is readily available.

No document content available
Fairness85/100

The tender is open and uses an e-procurement system. The estimated value is disclosed, and the criteria for submission are outlined. There are no immediately apparent requirements tailored to specific companies, suggesting a fair process.

Practicality65/100

The tender utilizes an e-procurement system for submission, which is positive. However, the lack of direct URLs to tender documents within the notice and the absence of explicit financing information or contract start date (beyond the framework commencement) reduce practicality.

No document URL
No explicit financing info
Data Consistency90/100

Key fields like title, reference, organization, value, and deadlines are populated. The dates provided are logical, and there are no indications of suspension or disputes. The framework's original commencement date and the re-opening date are consistent.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding within the provided tender details. This indicates a lack of focus on sustainability criteria.

Not green procurement
No social criteria
