Tender Quality Score

This tender provides a clear framework for passenger transport services with a substantial estimated value. However, it lacks specific detail on evaluation criteria and sustainability, and the submission process could be more streamlined.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance requirements, including a proper CPV code and an open procedure. However, the absence of specific evaluation criteria could lead to disputes, and the tight deadline raises questions about 'reasonable deadlines'. The mention of 'Open Framework Round 2' suggests prior activity but no dispute history is provided.

Missing evaluation criteria
Potential for unreasonable deadline due to short duration
Clarity70/100

The description of the service is clear, outlining the types of transport and geographical scope. The framework's existing duration and extension options are specified. However, the lack of detailed technical, financial, or submission requirements makes it difficult to fully understand the specific documentation needed.

Vague eligibility and financial requirements
Lack of detailed submission requirements
Completeness60/100

Basic information like title, reference, organization, estimated value, and duration are present. However, critical documents detailing specific requirements (e.g., exclusion, eligibility, technical, financial, submission) are not provided or summarized, significantly impacting completeness. The contract duration is notably short at 8 months, which contrasts with the framework's longer potential duration.

No detailed tender documents provided
Short contract duration may not align with framework's potential
Fairness80/100

The tender is an open procedure, implying broad access. The estimated value is disclosed. The criteria for selection are not specified, which is a significant concern for fairness. The lack of clarity on evaluation criteria prevents a full assessment of objective criteria. There is no indication of e-submission availability.

No evaluation criteria specified
Unclear how objective criteria will be applied
Practicality60/100

The contract start date and duration are specified. Financing information is implied by the estimated value but not explicitly detailed. The lack of information on e-submission and the requirement to access potentially unavailable documents limit practicality.

No explicit mention of e-submission
Limited access to document content
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated logically. The contract start date is shortly after the submission deadline, which is feasible. No disputes or suspensions are noted. The duration of the framework and the individual contract duration could be more clearly aligned.

Potential misalignment between contract duration and framework duration
Sustainability30/100

There is no mention of green procurement, social aspects, innovation, or EU funding. This suggests a complete absence of sustainability considerations within the tender documentation.

No indication of green procurement
No social or innovation criteria

Strengths
