Tender Quality Score

This tender offers a clear description of services required and a reasonable estimated value. However, it lacks explicit evaluation criteria and details on sustainability, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender is presented as an open procedure, and while it specifies a submission deadline and contract duration, it explicitly states the University of Warwick is not a contracting authority under relevant UK and EU regulations. This significantly impacts the legal framework and compliance expectations, making it difficult to assess adherence to standard procurement laws. The absence of dispute information is positive.

University explicitly states it is not a contracting authority, deviating from standard legal compliance.
Clarity80/100

The description of the required business simulation modules is clear, outlining the target audience and the innovative and interactive nature of the services. The split into two lots is also well-defined. However, the absence of specified evaluation criteria leaves potential bidders uncertain about how their submissions will be assessed.

No evaluation criteria specified.
Completeness70/100

Key information such as the title, reference, organization, estimated value, contract duration, and submission deadline are present. The description provides context for the services. However, the lack of available content for the tender documents and the missing reveal date are significant omissions.

No document content available.
Missing reveal date.
Fairness85/100

The tender is open, and the estimated value is disclosed. The use of an e-procurement system (In-tend) is indicated for document access and query submission, promoting accessibility. The requirements are generally objective, focusing on the nature of the services. The lack of explicit evaluation criteria could be perceived as a minor fairness concern.

Practicality65/100

The tender directs bidders to an e-procurement portal for document download and query submission, which is practical. However, the absence of information regarding financing and the lack of explicit mention of e-submission (though implied by the portal) are minor drawbacks. The contract start date is provided.

No explicit mention of financing information.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated logically. There are no reported disputes or suspensions. The timeline for contract start and duration is consistent with the description.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation drivers beyond the general requirement for 'innovative' modules. It is also not indicated as EU funded.

No explicit mention of green procurement.
No explicit mention of social aspects.
