Tender Quality Score

This is a Preliminary Market Engagement (PME) notice for wheelchair accessible minibus transport services. While it outlines the PME process clearly, it lacks specific details for a future tender and has a short deadline for the PME questionnaire.

Score Breakdown

Legal Compliance75/100

The notice is for preliminary market engagement, not a formal tender, which explains the absence of a formal procedure and detailed legal compliance elements. The deadline for the PME questionnaire is relatively short, but acceptable for this stage. CPV code is provided. No disputes are indicated.

Clarity80/100

The purpose of the PME is clearly stated, and the process for engagement, including the questionnaire and submission method, is well-defined. The link to the e-procurement portal is provided. However, specific tender requirements are not detailed as this is a market engagement phase.

Completeness70/100

Basic information such as title, organization, and CPV code is present. The contract duration and start date are specified. However, the estimated value is not disclosed, and the content of the attached documents is not summarized, making it difficult to assess their completeness.

Estimated Value not disclosed
No document content available
Fairness85/100

The process is open to all interested suppliers, and the engagement is conducted through a public e-procurement portal. The criteria for engagement are objective (completing a questionnaire). There are no indications of tailoring requirements to specific companies. The value is not disclosed, which is typical for a PME.

Practicality65/100

Submission is via an e-procurement portal, which is practical. The contract start date and duration are provided. However, financing information is not detailed, and the deadline for the PME questionnaire is quite short (19 March 2026) given the notice date (5 March 2026).

Short deadline for PME questionnaire submission
Financing information not detailed
Data Consistency90/100

Key fields like title, organization, reference, CPV, and dates are populated. There are no indications of suspension or disputes. The dates provided are logical for a PME exercise leading up to a potential future tender.

Sustainability50/100

There is no mention of green procurement, social aspects, or innovation in this preliminary market engagement notice. This is a common omission for PME notices but limits the score in this category.

No green procurement considerations mentioned
No social criteria mentioned

Strengths

Clear purpose and process for Preliminary Market Engagement
Use of e-procurement portal for submission and communication
CPV code and NUTS code provided
Contract duration and start date specified

Concerns

Short deadline for PME questionnaire submission
Estimated value not disclosed
Lack of detail on sustainability aspects

Recommendations

1. Consider extending the deadline for the PME questionnaire to allow for broader market participation.
2. For future tenders, clearly outline sustainability and social value objectives.
3. Provide a summary or indication of the expected scope of services in future tender documents.
