Tender Quality Score

This tender for a Civic Heat Network Electrical Building is generally well-structured with clear technical requirements and a reasonable estimated value. However, it lacks explicit evaluation criteria and details on document content, impacting overall transparency and completeness.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements by specifying a CPV code, organization, and procedure type. Deadlines are provided, though the submission deadline might be considered tight given the project's scope. The absence of explicit dispute information is positive. Regulatory compliance is implied through the mention of Building Regulations and CDM.

Clarity80/100

The description of the required works is detailed and specific, outlining the building's purpose, key features (green roof, cladding), and necessary installations. Eligibility and technical capabilities are clearly extracted, providing a good understanding of what is expected from bidders. The contract form is specified.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, the crucial aspect of evaluation criteria is missing, and the content of the tender documents is not accessible or summarized, hindering a full assessment of completeness.

Missing evaluation criteria
No document content available
Fairness85/100

The tender appears fair, with an open competition procedure and a clearly disclosed estimated value. Requirements are objective and focused on technical capability and experience. There is no indication of requirements tailored to specific companies. The use of e-procurement is not explicitly stated but is generally assumed for public tenders.

Practicality65/100

The tender specifies a contract start and end date, and duration. Financing information is partially available through the mention of Green Heat Network Fund. However, the lack of explicit mention of e-submission and a direct URL for documents reduces practicality for potential bidders.

No e-submission mentioned
Document URL not provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. The contract duration aligns with the start and end dates. There are no reported suspensions or disputes, contributing to high data consistency.

Sustainability50/100

The tender incorporates some sustainability aspects through the mention of a 'green roof' and the use of 'Green Heat Network Fund (GHNF) funding'. However, there is no explicit mention of broader green procurement policies, social value criteria, or innovation focus.
